NASA/JSC plans to issue a Request for Quotation (RFQ) for 200 linear
feet of Nextel 312 AF14 Fabric (60 inches wide) and 50 pounds of Nextel
312 AT21 Thread. This specific fabric and thread will be provided to
Daimler-Chrylser Aerospace, which will manufacture the themal
protection system blankets for the X-38 demonstrator vehicle. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/JSC intends to purchase these items from 3M
Ceramic Textiles and Composites in St. Paul, MN. The Nextel 312 fabric
and thread supplied by 3M has been used in the development and testing
of the Daimler-Chrysler Aerospace TPS blankets which will be used on
the X-38. In order to accept this previous data, the same materials
must be used to manufacture the blankets. If other sources for the
materials are to be considered, the previous testing and flight
performance information would be invalidated, requiring NASA to repeat
comprehensive testing of the system with the new materials. This would
result in significant additional costs to NASA. It is therefore, in the
best interest of the Government to purchase the additional required
fabric and thread from the manufacturer, 3M Ceramic Textiles and
Composites. A Justification for Other than Full and Open Competition
stating a unique source (FAR 6.302-1) is being prepared. Any technical
questions should be directed to the Technical Monitor for this
procurement, John Kowal, (281) 483-8871. The Government intends to
acquire a commercial item using FAR Part 12. Interested firms may
submit their capabilities and qualifications to perform the effort in
writing to the identified point of contact not later than 4:30 p.m.
local time on February 10, 2000. Such qualifications/capabilities will
be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government to not compete this proposed effort on a full and open
competitive basis, based upon responses to this notice is solely within
the discretion of the Government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
