Surveillance and Reconnaissance Technical Planning Integrated Product
Team (ISR TPIPT) is requesting information on ISR technologies,
concepts, and techniques to support modernization planning for the ISR
Mission Area. The overall goal of the ISR TPIPT Modernization Planning
Process is to develop a plan to address shortfalls that have been
documented in the recently published FY2000 Intelligence, Surveillance,
and Reconnaissance Mission Area Plan (ISR MAP). Candidate solutions to
the ISR deficiencies, submitted by Product Centers, Labs, Industry and
academia, will be documented and evaluated. In addition, any new
technologies needed to implement particular solution concepts, and any
ongoing laboratory programs developing those technologies, will be
identified and evaluated. Based on the evaluation and the priority of
the shortfall, each solution concept and technology project will be
scored and ranked. Cases where there is a mission area shortfall but no
candidate solution, or a technology need but no technology development
program, will also be documented. In support of the Call for Concepts,
on 29 February 2000 the ISR TPIPT is going to have an Industry Day at
the Mitre Corporation, Bedford, MA, in S Building, Room 1S100. The
session will be from 0800 to 1700 and will be at the classified Secret
-- U.S. Only. The ISR Modernization Planning process, the ISR Mission
Area Plan, and the solution concept submission format will be briefed.
Collateral clearances must be sent to the Security Manager,Ms. Pam
Jones at ESC/SRO, FAX (781) 271- 2251 before 23 Feb 00. To get a copy
of the FY2000 MAP just published, a limited number of copies (CD-ROM)
of the basic document are available and can requested by snail mail or
e-mail from AC2ISRC/C2R, Attn: FY2000 ISR MAP, 130 Andrews Street,
Suite 214, Langley AFB, VA 23665-1993 or
nathaniel.cosby@langley.af.mil. A solution concept is defined as a
system level operational capability that is intended to correct one or
more of the shortfalls identified in the ISR MAP. The solution concept
can be intended for implementation in the near term (within the FYDP),
the mid term (FY07-16), and/or the far term (FY17-26). Acceptable
solution concepts may include: 1) Enhancements or upgrades to currently
existing systems; 2) Unique application of emerging technologies; and
3) Revolutionary approaches requiring yet-to-be-developed technologies.
Generally, non-material and inventory solutions (e.g., buy more of
current systems) are not appropriate candidates for ISR solution
concepts. The format for solution concept paper is available on HERBB
and includes: 1) A definition of what the capability/systems is
intended to do and what shortfall(s) the capability/system is intended
to correct; 2) A description of the major functional components of the
concept (e.g., sensor, platform, ground station, communication links),
top-level functions/capabilities of each element (e.g., input,
processing, output), and the internal and external system interfaces
and relationships; 3) A top-level description of how the capability is
used operationally to solve the shortfall; and 4) cost and schedule
estimates. Concept papers shall not exceed five single-sided,
single-spaced pages in length using a font size smaller than 10. Send
concept paper submissions to the address identified in item 7 of this
announcement within 60 days from the release of this request, or 31
March 2000, whichever is later. Electronic submittal is encouraged
using either MS Office 97 or Adobe Acrobat 3 and may be e-mailed or
submitted on 3.5 inch floppy diskettes or 100mb ZIP disks. Classified
papers are acceptable but must be coordinated prior to submittal with
the Security Manager,Ms. Pam Jones at ESC/SRO, 11 Barksdale St.,
Hanscom AFB, MA 01731-1634 (Inner envelope addressed to Ms. Pam Jones
and sent through Registered Mail). Proprietary information is
acceptable and will be protected. It must be clearly identified and
marked. All concept papers will be evaluated within the ISR TPIPT. All
white papers will be evaluated using Government and Government
contractor personnel. This is not a request for proposal. The
Government does not intend to award any contracts based on submission
of the concept papers nor does it intend to pay for any costs incurred
in preparing the concept papers. Following submission of their concept
papers respondents shall not contact ESC/SR. ESC/SR will determine if
any further contact with respondents is necessary to gain more
