(A-E) services are required for Environmental Engineering Services
Contract for assessment of underground fuel tanks U-4 and U-29 at
various Fuel Department locations, COMNAVMARIANAS, Guam, M.I. The field
work will include all required surveying, geological, soil boring,
equipment cleaning, sampling, bore hole closure, waste (contaminated
soils and water) handling and its disposal, laboratory testing, and
other related work. The A-E will prepare the Corrective Action Plans,
engineering consultation, reports and other documentation, and
consultations with various Naval activities and other Government
representatives (local and federal), and making oral, written and
visual presentations of findings and recommendations. A-E guides for
this contract shall include but not limited to the following:
PACNAVFACENGCOM P-74, A-E Guide for Architect-Engineer Firms Performing
Services for the Department of the Navy, November 1999; OPNAVINST 5090,
1B-CH2, Environmental and Natural Resources Program Manual, 9 Sep 1999;
40 CFR Parts 280; NAVFAC Guide Specification Section 01525, Safety
Requirements; and, NAVFAC Guide Specification Section 01575, Temporary
Environmental Controls. The Site Assessments will involve site
characterizations and investigations, development of a plan for free
product removal as well as soil and ground water clean-up in accordance
with 40 CFR 280 Subpart F. The assessments shall determine and include,
but not limited to, the following: (1) horizontal and vertical extent
of the contamination, (2) identity of the contaminants and their
concentration, (3) sources of contamination, (4) impact of
contamination on the soil, surface and ground water, (5) appropriate
remediation technology to prevent the spread of contaminants and to
protect human health and the environment. The determination of an
appropriate remediation technology will be based upon the factors
expressed in 40 CFR 280.65. The following criteria, in relative order
of importance, will be used in the evaluation of A-E firms: (1)
Professional qualifications of the staff (in-house and consultants).
Specialized experience and technical competence of the proposed
engineering/technical staff who will perform the work. For relevant
jobs listed in Section 8 of Standard Form 255, A-E firm must provide
the following for each listed job: (a) relevant professional
qualifications of team member (i.e., relevant experience of project
team leader, and similar recent projects completed); (b) performance
rating; and (c) a reference list of contacts with telephone number. (2)
Recent specialized experience of the firm and proposed consultants in
the type of work required including experience in energy conservation,
pollution prevention, waste reduction, and the use of recovered
materials. List projects successfully completed in the last five years.
(Do not list more than 10 projects). (3) Capacity to accomplish the
work in the required time. Describe how work will be accomplished in
the required time, including the composition of the team and
availability of the staff. (4) Past performance on contracts with
federal and local government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules. Describe quality control program with demonstrated result of
reducing errors and/or omissions (provide name of key person
responsible). (5) Location of firm in the general geographical area of
the project and knowledge of the locality, including appropriate
selection of construction materials and methods; provide, that there is
an appropriate number of qualified firms therein for consideration. (6)
Volume of work previously awarded to the firm by the Department of
Defense during the last 12-month period. (7) Use of small or small
disadvantaged or women-owned small business firms shall also be
considered. Each firm's past performance and performance rating(s) will
be reviewed during the evaluation process and can affect the selection
outcome. IN BLOCK 10 OF THE STANDARD FORM (SF) 255 AND AN ADDENDUM
THERETO, IF NECESSARY, STATE WHY YOUR FIRM IS SPECIALLY QUALIFIED BASED
ON EACH OF THE ABOVE SELECTION EVALUATION CRITERIA. Show the office
location where work will be done and describe the experience and
location of those who will do the work. Additional information
requested of applying firms: Indicate solicitation number in Block 2b,
DUNS number (for address listed in Block 3) and TIN number in Block 3.
For firms applying with multiple offices, indicate the office that
completed each of the projects listed in Block 8 and list which office
is under contract for any contracts listed in Block 9. Firm not
providing the requested information in the format (i.e., not providing
a brief description of the quality control plan, not listing which
office of multiple office firms completed projects listed in Block 8,
etc.) directed by this synopsis may be negatively evaluated under
selection criteria (4). FIRMS MUST BE REGISTERED IN THE DEPARTMENT OF
DEFENSE CENTRAL CONTRACTOR REGISTRATION DATABASE TO RECEIVE AWARD.

Naval Activities, Guam 96910. Submissions of SFs 254/255 must be
received and date/time stamped by the Contracting Officer on or before
29 February 2000 at 4:30 PM in order to be considered. Any submission
received after 29 February 2000 at 4:30 PM will not be considered.
Firms having a current SF 254 on file with this office may also be
