The Bureau of Land Management (BLM) has a requirement for a temporary
placement on private lands of wild horses recently removed from their
natural habitat due to range fires (preferably in the State of Nevada),
using either pastures which provide a natural setting, or a corral/pen
situation that provides appropriate space for wild horses to reside
until the horses can all be returned to their natural habitat in
Nevada. It is anticipated that these wild horses will be maintained in
these temporary pastures or corrals at a minimum of 16 months from
date animals arrive at the facility, but not to exceed 28 months. BLM
anticipates either awarding one contract that can offer the maintenance
of 400 animals, or multiple contracts for facilities that can maintain
smaller group of animals (a minimum of 25 head per facility). The
contractor(s) shall be required to be knowledgeable and experienced
with the behavior and nutritional requirements of equine, and, where
appropriate, the management of land for the sustained production of
grass and other desirable forage plants. Any facility being considered
for award must have be able to prepare corrals/pens, working
facilities, fencing, and other related structures required for the
humane maintenance of wild horses. Contractor(s) will be required to
inventory resident wild horses on at regular basis and prepare
inventory reports. Contractor to provide all feed, supplemental feed
(when needed), sufficient water, minerals, and salt in order to
maintain the horses in good condition. The Contractor(s) shall be
reimbursed on a per animal feed day. This requirement is 100% set-aside
for small businesses. The solicitation will be issued on or about
February 15, 2000. These services are under Standard Industrial Code
