requirement consists of providing all labor, materials, facilities and
equipment necessary to perform pier-side voyage repairs for the Golden
Bear. The Maritime Administration maintains the Golden Bear, a 10,930
ton, 499 foot midshipman-training ship, homeported at the California
Maritime Academy in Vallejo, CA. The period of performance is
twenty-eight days. 2. All work shall be in compliance with the latest
Regulatory Body requirements. The term, "Regulatory Bodies" includes
but may not be limited to the American Bureau of Shipping, United
States Coast Guard, the Department of Labor Occupational Safety and
Health Administration. 3. The requirement includes the CLIN 0001,
Annual Fire Equipment Service, CLIN 0002 Supplemental Work, CLIN 0003
General Requirements, CLIN 0004, Annual Radar & Bridge Equipment
Service, CLIN 0005 Crane Repairs, CLIN 0006, Annual Life Raft Service,
CLIN 0007 Misc. Steel Repair And Modifications, CLIN 0008 Annual Radio
Station Services, CLIN 0009 Machinery Steel Repairs, CLIN 0010 Fuel
System & Distiller Piping, CLIN 0011 Tank Inspections, CLIN 0012Pit
Repairs. CLIN 0013 Intake Plenum Repairs, CLIN 0014 Laundry Electrical
Upgrade. 4. The Maritime Administration requires that to be eligible
for award of the proposed acquisition, offers must be holders of MARAD
Master Lump Sum Repair Agreement. This requirement shall be solicited
and awarded under the terms and conditions of the Maritime
Administration's Master Lump Sum Repair Agreement (MLSRA), or shall
apply for and agree to the terms and conditions of the MLSRA. Holders
may accept the MLSRA with their bid, non-holders may accept the MLSRA
with their bid and provide the annual representations and
certifications required by the MLSRA. The SIC code for this requirement
is 3731, Ship Building and Repair. 5. Notice for Minority, Women-Owned
and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation related contracts. Loans are
available under DOT Short Term Lending Program (STLP) at prime interest
rates to provide accounts receivable financing. The maximum line of
credit is $500,000. For further information and applicable forms
concern the STLP, please call the OSDBU (800)532-1169. All responsible
sources may submit a bid, which shall be considered by the agency. 6.

prospective bidders are strongle encouraged to attend a site visit
aboard the Golden Bear at the California Maritime Academy, Vallejo, CA.
The site visit is scheduled for 10:00 AM February 14, 2000. Interested
