Background "The Air Force Security Assistance Center (AFSAC),
Wright-Patterson AFB, OH is seeking information for the re-competition
of the non-personal services contract for the Personnel Support
Services (PSS) effort located in the country of Egypt. This is the
market research stage of the acquisition. The PSS provides support for
United States Department of Defense (DOD) and contractor personnel
performing service under Foreign Military Sales programs on behalf of
the Egyptian Air Force. The services shall be performed in Egypt in the
Greater Cairo Area and at the following Air Base sites: Abu Hammad,
Beni Suef, Gianaclis, Abu Suer, Katamaya, Borg Al Arab. The contract is
expected to begin 1 Oct 2001 with a 60 day phase-in (01 August -- 30
September 2001). The basic period of performance is anticipated to be
one year with 4 one year option periods. Contracted services will
include, but are not limited to, providing support for DOD and
contractor personnel located in Egypt who are on permanent or temporary
duty assignments. The approximate number of DOD and contractor
personnel and their dependents supported by this effort is 350.
However, this number fluctuates constantly. Examples of the types of
services to be provided are housing/utilities management/maintenance,
furniture/appliance management/maintenance, building and equipment
management/maintenance, vehicle management/maintenance, communications,
fire protection services, security support services, medical care,
convenience stores, custodial services and grounds maintenance,
recreation and dining halls. Other support services include mail
service, base passes, work permits, chaplain access, customs clearance,
financial services, visa assistance and administrative support. We
intend to issue a sources sought synopsis, draft solicitation and
requirement's package with a request for comment on the worldwide web
at the following website: www.pixs.wpab.af.mil. Dates of release have
yet to be determined. PAPER COPIES OF THE DRAFT SOLICITATION AND
ANYOTHER DOCUMENTS FORTHCOMING WILL NOT BE AVAILABLE. PLEASE PROVIDE
THE FOLLOWING INFORMATION: (1) Please describe the contracting method
customarily used in the commercial sector to obtain Support Services as
described above (i.e. negotiated contract, sealed bids, purchase order,
delivery order, etc). (2) What is the preferred contract type? (i.e.
Fixed Price Incentive, Cost Plus, Firm-Fixed Price, Cost Plus Award
Fee, etc.). (3) If the answer to number 2 is a Cost contract, how is
fee awarded? Fee is linked to what performance measurers? Are incentive
arrangements included? Please explain. (4) If Fixed Price, are certain
Contract Line Items Numbers (CLINS) cost reimbursable? If so, what
requirements fall under those CLINS? (5) Please list the customary
commercial delivery terms (performance periods), if any. (6) Please
list the customary discount payment terms, if any. (7) Please provide
what the customary commercial Statement of Work comprises? If available
provide a copy. (8) What are the customary commercial deliverables for
this requirement? (9) If you have any suggestions or comments that
could aid the Government in defining our requirement for Support
Services, please feel free to include them in your response to this
market research. (10) The Government is planning to have an Industry
Day within the next few months. What forum would be most effective to
obtain the optimum results of providing/sharing information at this
stage of the acquisition? NOTE: Request each source not expend a lot of
time and effort to respond to the market research. The Government
understands businesses have limited personnel and may expend more time
gathering and providing information than we intend under the mistaken
belief it will help them win award of a Government contract. Please
