This is a Performance Based Procurement utilizing best value commercial item procedures as set forth in FAR Part 12 for the purchase of writing, compiling, editing and publication of said magazine six times yearly. This solicitation is available only on the internet at http://www.eps.gov. Paper copies of this solicitation will not be available. It is the offeror's responsibility to monitor this site for the release of the final RFP and amendments (if any) and the offeror is responsible for downloading their own copy of the final RFP and amendments. The performance period is one base period with the possibility of four (4) option years, with an anticipated start date of 01 June 2000. The SIC code is 8999 and the applicable size standard is $ 5 million. This procurement is a 100% small-business set-aside. The draft Statement of Work (SOW) is available on the internet at "www.eps.gov". Potential sources are encouraged to provide input as to both how they would recommend changes to make this requirement more commercial, and in turn how they might contract for subject services. Areas of concern to make this service more commercial include (but not limited to): quality control and assurance; performance-based payment incentives/deductions; commercial terms and conditions for this type of service; and any previous customers or providers we might contact for their commercial practices.
