NASA/JSC plans to issue a Request for Quotation (RFQ) for production, tooling, and manufacture of landing gear dampers for the X-38 V-201 space test vehicle. The X-38 V-201 space flight vehicle uses a tricycle landing gear with crushable honeycomb dampers. See attached Statement of Work. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase these items from Hexcel Corporation in Pleasanton, CA. The X-38 V-201 landing gear was designed by the European Space Agency. The landing gear design team worked with Hexcel, to define the damper configuration. The dampers must meet very demanding performance requirements. There are no known vendors other than Hexcel which have the proven experience to develop a damper that can meet the current space flight requirements. Relaxing the damper requirements to allow open competition would require changes to the landing gear design and/or landing gear performance that would be detrimental to the project. It istherefore, in the best interest of the Government to purchase the landing gear dampers from Hexcel. A Justification for Other than Full and Open Competition stating a unique source (FAR 6.302-1) is being prepared. Any technical questions should be directed to the Technical Monitor for this procurement, Wayne Jermstad (281) 483-8816. The Government intends to acquire a commercial item using FAR Part 12. Interested firms may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 11, 2000. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
