This cancellation is necessary due to changes in specifications which have been made by the requiring Users. The INL Bureau is urgently requesting offers for the purchase of a fast interceptor boat to be operated in the territorial boundaries of the Bahamas. This procurement is a small business setaside. Vendor must request additional information from the Contracting officer at the telefax number listed above. The Govt. will make an award to the responsible Offeror whose offer conforms to the Govt.'s specifications and is most advantageous to the Govt., i.e. that which represents the Best Value to the Govt., cost or price and other factors including delivery time after receipt of order, considered. The combined relative merit of the technical evaluation factors listed above will be more significant than cost or price in the selection of the contractor. While the cost or price factor has no numerical weight, it is a criterion in the overall evaluation of proposals. The Govt. may award to other than the lowest priced Offeror. In the event that two or more offers are technically equivalent, the cost/price and delivery time A.R.O. will be primarily important.
