The Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, MD has a requirement for Air Surveillance and Precision Approach Radar Control System (ASPARCS) Operations Subsystem/Communications Subsystem (OS/CS) High Mobility Multi-Wheeled Vehicle-Heavy (HMMWV-HV) Support Trailer. This requirement establishes the technical performance, design, fabrication, and test requirements for the production of a light weight, heavy duty, M-1097A2 HMMWV-HV compatible ASPARCS OS/CS Support Trailer with a mounted 30 kW diesel-generator set (GENSET) Hanco Model 30M330AH or equivalent and a 96,000 BTU/hour environmental control unit (ECU) Engineering Environments, Inc. Model 96515/3 or equivalent. The trailer shall be capable of carrying a rapidly deployable shelter system, equipment transit cases, and other mission payloads for the ASPARCS OS/OC. This trailer must meet very rigorous requirements concerning size, weight, construction materials, over the road and off-the-road performance, balance and weight distribution, and safety. Trailer design requires the use of parts commonly available in the commercial marketplace on a worldwide basis. Industry standard components are required to assure the availability of replacement parts while units are on deployment in foreign countries. Battlefield maintenance strategy is to cannibalize non-functioning trailers for restoration to full operational condition. This necessitates trailers that are exactly alike in component models. The contract type is anticipated to be a five-year Indefinite Delivery Indefinite Quantity with firm-fixed-price delivery orders being issued. The period of performance will be for a base period of 12 months with four one-year options. It is anticipated the solicitation will be released 17 February 2000. This is not a follow-on contract.
