SPO441-00-R-1106 will be issued by the Defense Supply Center Richmond
on or about 10 February 2000 for the procurement of Landing Gear
Bushings using the Just-In-Time concept to meet production requirements
for the Landing Gear Repair Facility at the Ogden Air Logistics Center,
Hill AFB, UT. Hereafter, it will be referred to as JIT Bushings. The
solicitation for JIT Bushings will be open for approximately 45 days
from the date it is issued. The JIT Bushings must be manufactured and
delivered to the Landing Gear Repair Facility, Ogden Air Logistics
Center, Hill AFB, UT, within a minimum of three working days with a
desired delivery time of two working days from the time the order is
initiated. These bushings will be used in, but not limited to, military
aircraft such as the A-10, B-1, B-52, C-5, C-141, F-15, F-16, and T-38.
This procurement is a 100% small business set-aside. The results will
be firm fixed priced, with an economic price adjustment, Indefinite
Quantity Contract(s). There will be a two (2) year base period of
performance and four (4) one year option periods of performance. The
base period will have guaranteed minimum dollar values for each
contract issued. The total estimated dollar value of this effort is
approximately $15 million to $25 million. This solicitation will
contain approximately 380 different bushing kits. A kit is comprised of
replacement bushings and may contain a single bushing or several
bushings. The outside diameter of the JIT Bushings will vary between
inch and 12 inches. Some of the dimensions of the bushings will be
modified by the ordering document. The exact dimensions of the basic
bushings are provided with the technical data packages. Each contractor
will be required to complete a 100% Non-Destructive Inspection (NDI)
per ASTM E 1444 or ASTM E 1417 as applicable, of all bushings they
manufacture under this effort. Periodic inspections will be performed
by the Defense Contract Management Command (DCMC). The contractor is
expected to have a quality system modeled after ISO 9000. However, ISO
9000 certification is not required. As a minimum, the vendor shall
have documentation/records available for the quality assurance
inspector that includes the record of the order; record of production
that includes the sizes recorded while the bushing is still in the
chuck; and a record of the test data. Periodic inspections will be
performed by the DCMC QAR thought the life of the contract. Evaluation
will be based on price and approval of the vendors manufacturing
facilities and process. A site qualification visit will be conducted
with each potential vendor found to be within the competitive range.
The solicitation will include the criteria for site qualification.
