The VA Healthcare Network Upstate New York at Syracuse intends to make a sole source award to upgrade the Johnson Control HVAC DSC8500 OR controls to the Metasys control hardware. This will include installation and a need for all controls to work with the existing ECC system. The justification for other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Negotiations will be held directly with the manufacturer of this equipment Johnson Controls, 105 Twin Oaks Drive, Syracuse, NY 13206. No solicitation package will be issued. This notice of intent is not a request for competitive quotes. Offerors who request a copy of the solicitation and/or simply provide a statement that they can provide the required items will not be considered. Responsible sources may respond by submitting information identifying their capability to supply such a service with adequate technical information for the Government's evaluation. This information shall only be considered if clear and convincing evidence is provided that the offeror can meet the requirements of the Government.
