plans to issue a Draft Request for Proposal (RFP)for support to Code
916, Atmospheric Chemistry and Dynamics Branch. The Draft RFP, will be
issued to solicit industry's comments on all aspects of the
solicitation, including requirements, schedules, proposal instructions,
terms and conditions, evaluation approaches including any unnecessary
or inefficient requirements. This procurement is a total small business
set-aside. See Note 1. The SIC Code and Sized Standard are 8731 and 500
employees, respectively. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The DPAS rating for
this procurement is DO-C9. This requirement will support Code 916,
Atmospheric Chemistry and Dynamics Branch in the areas of model
development, analysis of model simulations and data analysis;
scientific programming; developmnet, operation, modification and update
of computer codes for models and data analysis; maintenance of a
library of atomospheric and solar data computer records; and
maintenance of a library of model output and history. This procurement
is a follow-on effort to some of the requirements currently being
performed under five separate contracts. (NAS5-32585:SAC;
NAS5-31729:IDEA; NAS5-32332:GSC; NAS5-32350:RSTX; and NAS5-31752:SSAI)
A five year basic contract is contemplated for this effort. The
anticipated release date of Draft RFP5-12333-263 is on or about
February 16, 2000. Interested parties will be given two weeks to
provide comments. Comments on the Draft RFP are not mandatory. The use
of industry comments to structure the final RFP is at the discretion
of the Government. Any subsequent RFP will be synopsized prior to its
release. In accordance with FAR 52.215-3, Request for Information or
Solicitation for Planning Purposes (OCT 1997), the Government does not
intend to award a contract on the basis of the Draft RFP, or to
otherwise pay for the information solicited. It is the offerors
responsibility to monitor the aforementioned Internet site for the
release of the draft RFP and amendments (if any). Potential offerors
will be responsible for downloading their own copy of the draft
solicitation and amendments (if any). Any referenced notes can be

appointed. See Internet Note "B". The draft solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,

Web (WWW) server, which may be accessed using a WWW browser
