The Office of Naval Research (ONR), serving as executive agent for the
Department of the Navy, Chief of Naval Operations, Director of Space
Information Warfare, Command and Control (N6), and in support of FY99
and FY00 Congressional language supporting the Naval Collaborative
Integrated Information Technology Initiative (NAVCIITI), is seeking
proposals to accelerate, within the university community, certain
research activities affecting advanced communications and information
technologies. Proposals are sought from qualified Institutions of
Higher Education (IHE) with strong capabilities in all of the following
four areas of research related to communication and information
technology: 1. Wireless secure communication; 2.Visualization, human
computer interface and collaboration technologies; 3. Computer
networking; 4. Real time interoperability. This initiative will improve
the Navy's capability to support distributed computing, information
visualization and collaboration among Joint and coalition forces. While
identifying projects, which offer potential advancement and
improvements in mission readiness, proposals must stipulate savings in
research or other federal expenditures that will accrue from
accelerated research by the proposed agreement. It is anticipated that
a multi-year grant award will result from this solicitation and
include federal funding not to exceed $10 Million. The performance
period is expected to run from the date of award through September
2003. Offerors are encouraged to contribute at least 2X the amount of
federal funds as cost sharing or matching funds (refer to OMB Circular
A-110 for definition of cost sharing or matching) during each year of
the grant. This cost share amount should not exceed $3.5M during the
first year of the award. Proposals will be evaluated using the
following criteria, which are listed below in descending order of
importance: 1. overall technical merit of the proposed research,
including demonstration of saving in federal funds that will accrue
from acceptance of the proposal; 2. potential contribution to
warfighting readiness through distributed, collaborative, Joint
command, control and communications; 3. Offeror's demonstrated
capabilities, related experience, and existing facilities which relate
to four identified areas of research interests in the information and
communications technologies; 4. qualifications, capabilities, and
experience of the proposed key personnel and team leader; and 5.
credible proposed cost and cost sharing. Prior to preparing or
