Energy, Human Effectiveness, Information, Materials and Manufacturing,
Munitions, Propulsion, Sensors, Space Vehicles, and AFOSR. See
www.afrl.af.mil for more information on AFRL. AFRL is seeking ideas on
innovative approaches for its government workforce to collaborate with
industry, academia, not-for profit organizations, and Federally Funded
Research and Development Centers (FFRDC) in the context of an
organizational model called Government Operated, Collaborator Assisted
(GOCA). The GOCA model is characterized by a permanent government
workforce component teamed with a more agile non-permanent workforce
component that, working together, provide synergistic benefits that
neither component can effectively provide by itself. More specifically,
the "GO" component is a cadre of exceptional career Civil Servants and
military personnel providing leadership, corporate knowledge,
priorities, fiduciary responsibility and continuity, while the
non-permanent "CA" component brings agility, connectivity, refreshment,
depth, and focused expertise to the organization. The "CA" component
could be composed of a mix of National Research Council (NRC) postdocs,
term/temporary federal appointments, Intergovernmental Personnel Act
(IPA) appointments, and non-government S&T organizations of high
national standing and world class reputation. These organizations could
include industry, universities, not for profit organizations, and
Federally Funded Research and Development Centers (FFRDCs). Again, it
is in this context that AFRL wishes to identify and explore
collaborative schemes between the "government-owned" portion of the
workforce and S&T organizations which could, in whole or part,
constitute an element of the "collaborator assisted" workforce portion.
Through a workforce with both government and non-government components,
AFRL hopes to be more agile and responsive to a dynamic environment of
both technical challenges and resource fluctuations. Close cooperation
between the AFRL organic workforce and collaborators could include, but
not be limited to, mutual sharing of resources and expertise, personnel
rotation, and co-location. Potential collaborators are invited to
submit suggested collaboration approaches that AFRL may consider.
Responses should include: technical areas and AFRL Technology
Directorates with whom the submitter is interested in collaborating,
submitter's areas of world-class technology expertise, recommended or
required business terms and conditions that would be needed for the
submitter to establish an on-site research presence and enable
personnel exchanges, and any potential impediments you envision to this
endeavor along with recommended strategies for overcoming these
impediments. Multiple/alternative approaches that meet the objectives
are welcome and encouraged. This announcement is an expression of
interest only and does not obligate the government in any way. This is
not a formal request for proposal. Response to this request is on a
voluntary basis and failure to respond will not impact any future

electronic copies by CD-ROM or floppy disk in Microsoft Word 97 are
preferred. AFRL/CD will distribute responses to AFRL Technology
Directorates as appropriate. An informational briefing to potential
collaborators will be held on 14 February 2000 at David H. Ponitz
