DESCRIPTION OF REQUIREMENT: Provide all labor, materials, equipment,
expertise, and supplies, to perform a review and assessment of the
Medical Information Systems (MIS) functions and operations at the 78th
Medical Group, Robins AFB, GA in accordance with the attached
Statement of Objectives. Line Item 0001 $________________ Non-personal
services as described in above "DESCRIPTION OF REQUIREMENT". A summary
report of your review and assessment shall be submitted within 30 days

number 1 applies to this requirement. STATEMENT OF OBJECTIVES MEDICAL
INFORMATION SYSTEMS FLIGHT 78TH Medical Group, Robins AFB GA 1. SCOPE:
The 78th Medical Group (MDG) is soliciting to have a Medical
Information Systems (MIS) needs assessment conducted. a. Background The
78 MDG supports the healthcare needs of the Warner Robins Air Force
Base. The MDG provides full outpatient healthcare services for military
and civilian personnel. The MDG is constructing a state of the art
outpatient facility to enhance the services that are being provided.
The expected completion is early 2000. MIS is currently being supported
through a combination of military and contract. The MHF utilizes a
Novell Network with over 300 PC's functioning throughout the Medical
Group. A migration to Windows Networking Technology (NT) is planned
over the next year. The systems are standardized on Microsoft Office
desktop applications. There are a number of core applications, such as
Clinical and Ambulatory Data System, Third Party Outpatient Collection
System, Expense Assignment System IV, which provides support.
Application support for Composite Health Care System (CHCS) is
currently under contract with the Science Applications International
Corporation (SAIC). b. Objectives Perform an assessment and conduct a
review of the MIS functions and operations. The information from the
review and assessment will be used by the 78th Medical Group to write
a Performance Work Statement to contract out its entire MIS functions
and operations. 2. DOCUMENTS The contractor shall review the 78th
Medical Group medical services information systems management
requirements, applications utilized, review of resource needs,
processing requirements, network and telecommunication requirements.
Some of the materials available for the review will include: The
detailed operating budgets, broken down by vendor obligation level and
by location Organization chart and employee responsibility list on all
full or part time employees performing medical information system
functions whether or not they report to MIS, broken down by location
and area supported Salary data and skills inventory of personnel
working with Systems Hardware inventory by location List of MIS
Applications, current release level Contracts, service agreements and
relevant leases Software inventory by location Capital budget and
project plans -- both current and planned Copy of the current Y2K
project plan Contract inventory or copies of contract by location
Network diagrams or any network document, by location 3. MEDICAL
INFORMATION SYSTEMS REVIEW REPORT The contract shall provide a MIS
Review Report addressing the following areas: Organizational Plan
Staffing Information Employee list with information on compensation,
title, experience level and tenure, skill sets, Area of responsibility,
certifications and training Organizational chart Operational and
Strategic Information Manuals for processes to review, such as problem
escalation Business Resumption Plan Change Control Process Facility
Plan Copies standards, policies/procedures, service level agreements

GROUP RESPONSIBILITIES AND REQUIREMENTS a. The 78th Medical Group will
appoint Captain Mary Ann Behan, MIS Flight Commander as Project
Liaison. The Project Liaison will be responsible for coordinating
meetings and interviews, and sharing information with the contractor.
b. The 78th Medical Group will make all efforts to have personnel
available and provide required meeting facilities. Executives and key
management personnel will be available for interviews and meetings, as
reasonably requested. c. The 78th Medical Group will make available to
the contractor reasonable accommodations for carrying out assigned
tasks. These accommodations include an office (90 square foot),
telephone access and equipment for processing documents (computer),
reproduction, and document distribution. All clerical support shall be
provided by the contractor. 5. PLACE OF PERFORMANCE: 78th Medical
