Disease Control and Prevention (CDC) intends to award a sole source
contract under the authority of FAR 6.302-1 to Carol Dunaway, an
independent consultant, to continue providing functional expertise for
design and development services to CDC continuing CDC's implementation
of the Acquisition Management Automation System (AMAS), a proprietary
system currently under development through a sole source contract with
Bay Technologies Consulting Group. The effort required under this sole
source procurement requires a continuation of work begun under another
existing CDC procurement vehicle using the authority of FAR 6.302-1.
The AMAS system is designed to carry out each phase of the acquisition
process, from the generation of the end user's requirement (for both
large dollar contracts and simplified acquisitions) to contract
management and administration. CDC's implementation of AMAS has four
separate modules, which are designed to accomplish specific tasks
within the acquisition process — the Contracts Module, the
Contract Management Module, the Request for Contract (RFC) Module, and
the Simplified Acquisition Procedure (SAP) Module. The first two
phases (Contracts Module and Contract Management Module) were developed
under Contract N0060094. The contract contemplated by this action will
include functional support in development of the SAP Module and the
RFC Module, as well as on-going functional software support and
maintenance. Performance requires familiarity with both the AMAS system
itself and with procurement procedures/issues which are unique to CDC.
A one year contract with four one year option periods is contemplated
by CDC. This notice is not a request for offers from other sources. No
solicitation document exists at the present time. CDC anticipates
completing a solicitation document on or about February 28, 2000 to Ms.
Dunaway. CDC knows of no other source who can fulfill the requirements
