of Energy (DOE), Albuquerque Operations Office, is seeking competitive
offers for a performance-based management contract to manage and
operate the Waste Isolation Pilot Plant (WIPP) near Carlsbad, New
Mexico. This acquisition will be on an unrestricted basis. The contract
will be a cost-plus-award-fee type for a five-year period with a
unilateral extension option (solely at the Government's discretion) for
up to an additional five-year period. The contract will implement the
principles of DOE's Contract Reform initiatives. In addition to the
award fee provisions of the contract, offerors must be willing to enter
into performance-based incentive fee arrangements to assure a
"pay-for-performance" concept is implemented in this contract. WIPP is
a sixteen (16) square mile (10,240 acres) site owned by the Government
and Contractor-operated. The WIPP includes surface facilities and a
geological repository located two-thousand-one-hundred-fifty (2,150)
feet below the surface. The Property Protection Area (PPA) at WIPP
encloses approximately thirty-five (35) acres, and includes the
majority of the buildings and structures at WIPP. The WIPP is operated
under the direction of the DOE Carlsbad Area Office (CAO). The DOE
Assistant Secretary for Environmental Management (EM) provides program
direction to the CAO. The DOE Albuquerque Operations Office (DOE-AL)
provides administrative support to the CAO. Other DOE facilities and
national laboratories are funded by CAO to perform specific tasks
related to the WIPP mission. The disposal phase for WIPP began on March
26, 1999, when the first shipment of waste was received. The disposal
of mixed-transuranic (TRU) waste was authorized with the issuance of a
Hazardous Waste Facility Permit by the New Mexico Environment
Department. This permit was issued on October 28, 1999 and became
effective on November 27, 1999. The primary focus for this contract is
to protect human health and the environment by safe management and
disposal of defense generated transuranic (TRU) waste. This includes
all ongoing objectives of the facility as well as those that may be
assigned during the term of the Contract. It further includes all
infrastructure management and maintenance; human resource management
including critical skills recruitment and retention; environmental
management and remediation; health, safety and security systems; and
purchasing and other administrative systems. Technology leveraging and
local and regional economic development are significant themes of this
solicitation. The value of the contract for the basic five-year award
period will be approximately $575 million. In order to actively support
