NASA/MSFC intends to negotiate with Strategic Leadership Associates, Inc., only, under the authority of FAR 13.106-1(b)(1), for continuation of the facilitation of the development of NASA's Space Transportation Directorate Strategic Business Plan -- Phase III. Strategic Leadership Assoc. were involved in the successful completion of Phase's I and II. Phase I consisted of a corporate strategy planning process. Phase II incorporated Phase I utilizing a corporate strategy consensus-building process. Phase III is a continuation of this effort incorporating Phase II analysis and recommendations to facilitate the development of the strategic action plan. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 10, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
