COMMERCE BUSINESS DAILY ISSUE OF JANUARY 31,2000 PSA#2526OPERATING ARRANGEMENTS AT WATERVLIET ARSENAL The Industrial Operations
Command (IOC) intends to award, under the authority of FAR 6.302-1,
only one responsible source, a facility use contract for the facility
use, management and operation of Watervliet Arsenal (WVA), Watervliet,
NY, to a joint venture company being formed by United Defense L.P.,
General Dynamics Armament Systems, and BAE Systems. This sole source
contract will achieve the following objectives at WVA: (a) Preserve the
nation's only capability to produce large caliber artillery and gun
tubes; (b) Retain the critical labor skills to support the military
missions and (c) Substantially increase utilization of the facilities
at WVA by bringing into WVA additional defense work and non-defense
work that is synergistic to the skills and mission located at WVA. This
joint-venture company will bring unique knowledge and capabilities
associated with the production of cannons to WVA. As indicated herein,
the Government intends to enter into alpha negotiations with the so
identified company; however, all proposals received within 45 days
after publication of this notice will be considered by the Government.
This notice is also being published for subcontracting opportunities.
Additionally, New York State has chartered a Local Development
Corporation, The Arsenal Business and Technology Partnership (The
Partnership), to help facilitate and simulate economic growth and
