COMMERCE BUSINESS DAILY ISSUE OF JANUARY 31,2000 PSA#2526REHABILITATION AND FABRICATION OF LOCK AND DAM STRUCTURAL EQUIPMENT The
purpose of this notice is to inform all parties that the United States
Army Corps of Engineers, Huntington District, Huntington, WV Proposes
to award the final option period of contract DACW69-98-D-0007 on a
sole source basis to KYOWVA Corporation. The option period is from 1
April 2000 TO 31 Dec 2000. This is an indefinite delivery indefinite
quantity contract. This contract was originally solicited for bids as
a small business set-aside on 27 January 1998 for a base and two option
periods. Only one bid, KYOWVA Corporation, was received in response to
this solicitation. An award was made to KYOWVA Corporation for the
base and the two option periods. However, due to an administrative
error of not informing the contractor of the Government's intent to
exercise the option and not executing a modification to exercise the
option in a timely fashion we are synopsizing our intent to sole source
the last option period. Based on the initial submission of only 1
bidder for this procurement, the Government knows of no other source
that can satisfy the requirements of the contract. The work to be
performed under this contract consists of furnishing supplies, labor
and equipment necessary to rehabilitate lock and dam structural
operating equipment. The rehabilitation work may include such items as
welding structural cracks and defects, replacing bushings, machining
shafts and bushings, machining shafts and bushings, installing sleeves
on shafts, sandblasting to white metal, painting, replacing bolted on
rubber seals. The fabrication work may include welding members
together, fabricating items in accordance with drawings and
specifications, cutting and drilling rubber seals, bolting members
together, sandblasting, and painting. All work except sandblasting and
painting shall be performed within an environmentally controlled
structure. The contractor will be responsible for unloading all items
to be rehabilitated from Government provided barges or trucks and
transporting to contractor's work area. The contractor shall have a
crane available for unloading and loading items to be rehabilitated
from barges, maximum weight shall be 35 tons. Once required work is
completed the contractor will be responsible for moving all fabricated
or rehabilitated items from their work area and loading it onto
Government provided barges or trucks. Contractor's work and
responsibility shall include, but not be limited to, all planning,
programming, administration and management necessary to assure that all
services provided are conducted in accordance with the contract and all
applicable laws, regulations, codes, or directives. Contractor shall
ensure that all work meets or exceeds tolerances specified or included
in referenced documents. The Government intends to provide pint,
thinner, steel plates and shapes, bolts, nuts, bushing material, and
sleeve material necessary to rehabilitate and/or fabricate specified
items. The contractor shall provide any necessary items not provided by
the Government. The contractor will provide all other materials,
supplies, safety equipment required by OSHA and Corps of Engineers
Safety Manual EM385-1-1 to accomplish the necessary Scope of Work (e.g.
welding electrode rod, grinding disks, goggles, respirators, etc.). A
complete set of drawings for each item of work will be provided when
the "Scope of Work" is issued. The "Scope of Work" will specify whether
the contractor will be responsible for any transportation. If required,
the contractor shall supply a tractor trailer to pick up/deliver items
from any Government facility and transport them to the contractor's
facility. A river docking facility must also be provided for
loading/unloading Government barges. Work Orders (DD 1155) will be
issued to include the Scope of Work to be performed, the end results
expected by the Contracting Officer and required completion date. All
