all labor and supervision to provide food service and housekeeping at
the Brandon Spring Resident Center, U.S. Department of Agriculture,
Forest Service, Land Between The Lakes National Recreation Area, Golden
Pond, Kentucky. The Brandon Spring Resident Center is open year-round
and provides dormitory style lodging and cafeteria style food service
to approximately 20,000 overnight and 1,900 day-use guests annually.
The Resident Center consists of 1) a Commons Building housing the
kitchen/dining room, meeting areas, offices, a laundry, and restrooms;
2) two Dormitories consisting of four units each; and 3) an Activity
Building used for meetings, special events, etc. The Center has a
capacity of 128 overnight guests housed in eight (8) dormitory units of
16 beds per unit. Occupancy has been approximately 44 percent per year.
The food service operation has a seating capacity of 130 guests and
serves approximately 60,000 meals (20,000 each of breakfast, lunch and
dinner) and 10,000 snacks annually. The food service also caters
approximately 9 special events, serving approximately 950 people
annually. Housekeeping consists of cleaning the insides of all
buildings and policing the immediate area around the outside of each
building on a regularly scheduled basis. The housekeeping operation
also provides a clean linen service for overnight guests who do not
furnish their own. Overnight guests consist of church, civic, school,
and special population groups and day-use guests consist of civic,
business and family reunion groups. The Contractor will be required to
provide personnel to staff the cafeteria style food service operation
from 6:00 a.m. to 7:00 p.m. daily, when groups are in attendance, and
provide staffing as needed for day-use groups and special events being
catered. The Contractor will be required to provide staffing for
housekeeping services, to meet the regularly scheduled cleaning needs
on a daily basis and for periodic and annual cleaning tasks. All meals
served shall provide a variety of high quality and nutritious foods of
appropriate serving size, within the USDA school nutrition guidelines
or other specified guidelines. The Contractor will be responsible for
ordering, stocking and inventorying all food and supplies, which will
be paid for by the Government, and operating within budget parameters
provided by the Government. The Contractor shall maintain all
facilities in a clean and sanitary condition at all times and in
accordance with all federal, state, and local codes and regulations.
All housekeeping responsibilities will follow prescribed job tasks for
daily and annual cleaning. Performance will be monitored by the
on-site facility manager, with customer satisfaction measured by user
comments and group evaluation forms. This project will be solicited
using Request for Proposal methods for a Base Year and two Option
Years. Proposals will be evaluated on past performance, experience,
qualifications and price. Approximate value of the base and options is
