This Request for Qualifications is issued to invite Energy Service Providers hereinafter referred to as (ESP's) to submit a their qualifications to provide a direct supply of electricity to the local distribution company (LCD) via firm transportation to Postal Service facilities located in the following geographic areas:  Albany and Western New York Districts.  Connecticut District (Distressed municipalities eligible for competition effective January 1, 2000 including the twenty-four (24) cities and towns designated as distressed municipalities  Springfield Bulk Mailing Facility (BMC), Vehicle Maintenance Facility and Springfield MA. Total Facilities=849 It is the intent of the Postal Service to contract for the purchase of electricity for the above locations utilizing a 2 step procurement process. Step 1 includes the solicitation of Qualification Statements to identify potential licensed energy providers as set forth in the Request for Proposal. Step two (2) includes the solicitation of price proposals from those Suppliers qualified under step 1. MINIMUM QUALIFICATION CRITERIA: To participate in this process Energy Service Providers must meet the following minimum requirements:  Must be listed by the Federal Energy Regulatory Commission (FERC) to provide electricity in the States of New York, Connecticut and Massachusetts.  Must be qualified by the Local Distribution Company (LDC) and licensed by the New York State Public Service Commission, State of Connecticut Department of Public Utility Control (DPUC) or the Massachusetts Department of Telecommunications and Energy (DTE) as a Power Marketer, Supplier, or Energy Service Company (ESCO). Ten (10) copies of the Qualification Statement are to be submitted no later than 03-01-2000 to the following address: United States Postal Service Windsor Purchasing and Materials Service Center 8 Griffin Road Windsor CT 06095-1572 Attention: Deborah Wilcox-Loos, Purchasing Specialist Qualificationstatements must be submitted in a sealed envelope and or package and clearly marked with the solicitation number and return address of the ESP. Packages may be mailed via the Postal Service and or hand carried to the above address. Note: The Postal Service will not consider electronic or facsimile transmissions. A pre-qualification Conference has been scheduled for February 16, 2000 @10:00 AM and will be held at the USPS Albany Training Facility, 1770 Central Avenue, Albany New York.
