and Atmospheric Administration, Northeast Fisheries Science Center,
Woods Hole, MA has a requirement for a contractor to provide aircraft
charter with two pilots for aerial surveys of marine mammals in the
western North Atlantic. Aerial survey project will begin 4/1/00 and end
on or about 6/30/00, with options for two additional years, 4/1/01 thru
6/30/01 and 4/1/02 thru 6/30/02. NOAA/NEFSC anticipates chartering the
aircraft for an estimated 126 hours of flight time to be arranged on
48 hours notice. Areas surveyed may include waters from south of Cape
Cod (Narragansett Bay) northward to Canadian waters, and from the coast
to as much as 150 nm offshore. The charter plane shall be a
twin-engine, high- winged aircraft (amphibious capability desired but
not required) capable of carrying three passengers. The aircraft shall
have at least two positions for passengers. The aircraft shall have at
least two positions for passengers with unobscured window views on each
side of the aircraftwith at least one window on each side with a
minimum 12" by 18" bubble window. A minimum of six hours flight range
(without refueling) is required. The aircraft shall also have GPS
navigation aids, VHF aircraft radios, intercom with headsets for all
occupants of the aircraft, all- weather wing and propeller de-icing. At
least one pilot shall have extensive documented flight experience
(minimum 500 hours) in the Gulf of Maine and Cape Cod area. This is a
simplified acquisition with an estimated value of less than
$100,000.00. EVALATION CRITERIA: Offers will be evaluated based on the
following criteria, which are listed in descending order of
importance. A) Experience and qualifications of pilots. Offerors shall
include a resume for each pilot proposed to work under this contract.
B) Adequacy of aircraft. Offerors shall provide a detailed description
of the aircraft to be used under this contract. C) Past performance.
Offerors shall provide information for a minimum of three (3) previous
contracts for similarservices. Information shall include point of
contact, telephone number, contract number and any other pertinent
information. BASIS FOR AWARD: Offers will be evaluated to select the
one most advantageous to the Government, cost or price and other
factors considered. The offer will be evaluated against the evaluation
criteria cited above. Technical merit is slightly more important than
cost in value. All responses received from responsible sources will be
