(WSRC), Management and Operating Contractor, and Becthel Savannah
River, Inc. (BSRI), Construction Management, for the U.S. Department of
Energy's (DOE) Savannah River Site located near Aiken, South Carolina,
are seeking expressions of interest from potential subcontractors for
project construction of an above ground utility system to replace an
aging underground utility system. The construction will consist of
approximately 40,000 linear feet of piping and the associated support
structures. The utilities being replaced are air, water and steam
systems and are located within an operating facility. The piping will
be installed on service racks, bridges and in service trenches. The
pipe bridge heights will range from 20 to 40 feet. This task will also
require some electrical raceway to be installed to support heat
tracing for some of the systems. The underground portion of the
existing system will be cut, capped and abandoned in place. All
abandoned above grade piping and supports shall be dismantled and
removed. This work will be performed in three phases. (1) Phase One is
Construction. The Subcontractor shall procure materials and develop
detailed work plans to assure orderly progression of activities. The
Subcontractor shall furnish all labor, materials, and construction
services not otherwise identified as Government-furnished Equipment or
Services. The Subcontractor shall provide all Quality Control
examination and testing of installed systems. (2) Phase Two is
Construction and Facility Acceptance -- Functional Testing. After the
completion of installation, testing and tie in, the subcontractor shall
provide support for in-service testing and turnover. (3) Phase Three is
Complete Dismantling and Removal of Existing Systems. All underground
systems shall be capped and any remaining portions of above ground,
abandoned systems shall be dismantled and removed. The term of the
subcontract is expected to be approximately two years with an expected
start of June 2000. TheProject is located within a Property Protection
Area. In order to be awarded a Construction Subcontract, Subcontractor
must be able to provide Performance and Payment Bonds, Insurance in
the required limits, and be able to demonstrate relevant experience in
the work listed. Successful offerors will be required to become
signatory to a project labor agreement as a condition of award. In
addition, only those firms who have demonstrated safety performance
equal to the following standards shall be eligible for award: (a) a
three-year average Interstate Experience Modification Rate (EMR) of 1.0
or less, and (b) a three-year average Total Recordable Case Rate (TRC)
of 3.84 or less. Firms must submit a letter from their Workman's
Compensation Insurance Carrier to certify the EMR performance. Firms
who do not meet the stated minimum requirements, or have less than
three years of demonstrated safety performance as measured by EMR and
TRC standards, will be considered non-responsive. Expressions of
interest must be received by WSRC/BSRI on or before February 21, 2000.
