Work consists of providing all labor, supplies, materials, supervision, transportation, equipment, and all else necessary to sandblast interior walls, floors and ceilings of three JP-8 fuel tanks at Mountain home AFB, Idaho, inspect for weak welds or other possible structural deficiencies. Steel stiffeners within and around walls of tanks shall be seal welded on both sides to close all gaps (joints) between surfaces. The interior walls, floors and ceilings of all three tanks will be coated with epoxy liner. This will be a firm fixed price construction contract with 240 calendar days construction performance time. This solicitation will be issued on an unrestricted basis in accordance with the DFARS clause 252.219-7008. The estimated dollar value of this project is between $250,000 and $500,000. The successful contractor will be selected using performance/price tradeoff procedures, resulting in the Best Value to the Government. Performance is significantly more important than price. The Government reserves the right to award a contract to other than the low proposed price. Offers shall submit proposals that can be accepted solely on the basis of the initial offer as the Government may proceed with award of a contract without further discussion. It is anticipated that the solicitation will be issued electronically o/a 14 Feb 2000 on the Government's Electronic Posting System (EPS) at www.eps.gov. Paper copies are not available.
