Tank-automotive and Armaments Command (TACOM) intends to award a sole
source production contract to Kalmar Industries for Rough Terrain
Container Handlers. This is a follow-on production contract to a
previous competitively awarded Phase I R&D contract awarded on best
value to the government which is NOT synonymous with technically
qualified-low price. The sole source is permitted under "Only One
Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements". No other source currently exists that meets our
Technical and Logistics requirements identified in our Phase I RFP,
while maintaining our current level of risk management and schedule.
The RTCH is a container-handling vehicle required to operate on
unimproved surfaces with a rated load of a minimum of 53,000 pounds.
The minimum technical requirements are described in Purchase
Description(PD)2215 dated Dec 1999. Of particular concern are the
critical issues of improved transportability, stacking capability,
rough terrain mobility and reliability. We intend to negotiate a
requirements contract for the production of all RTCH requirements
funded during the period of performance of the contract. The contract
will be for a period of 6 years; first a four year basic with an
additional two years being option years on the contract that will
provide the opportunity for the Army to assess the market for
competition based on the products available commercially. Current
funding identified in the Army Budget will procure approximately 390
RTCHs, completion of DATMs, New Equipment Training and Logistics
support. See Note 22. Any proposal must demonstrate that it can meet
the program schedule and all requirements for Technical, Logistics,
Past Performance and Price while maintaining our current level of risk
