This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subart 12.6 or supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will NOT be issued. The solicitation number is N65236-00-R-1007. The solicitation is being issued as a Request for Proposals (RFP).!! This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-15.!! Subject procurement will be 100% set aside for small business. The associated SIC Code is 3663. There is one contract line item: Solid State Broadband Linear RF Power Amplifier. Quantity is 34 each. Operates on 114Vrms, single phase, 60 Hz, 2-wire ungrounded alternating current (AC) power. Required to amplify an input FM signal (4 watts or +36 dBm minimum to 10 watts or +40 dBm maximum) to no less than 100 watts output power at the 1 dB gain compression point over a frequency range of 1350 to 1850 MHz.Entire asembly shall be mountable in a standard 19" rack. The assembly shall not exceed 14" in height and 25" in depth. The weight shall not exceed 80 pounds. Must be suitable for shipboard sheltered environment, able to withstand shock and vibration of a rack mounted shipboard installation and the assembly shall perform without special cooling (convection cooled under ambient operation temperature extremes to 0 to 50 degrees Celsius. Unit shall be able to withstand extended storage temperature extremes of -40 deg to +70 deg Celsius. Unit will be internally air cooled to a safe operating temperature. Equipment will be used and operated with a UHF radio system on U.S. Navy Ships. All specifications shall be met at any operating frequency between 1.35 and 1.85 GHz unless otherwise stated. The amplifier unit shall be operable as linear or saturated depending on the input drive levels. For achieving saturated operating with a minimum power of 4 watts (+36 dBm) and a maximum power of 10 watts (+40 dBm) delivered to the amplifier input port, the gain (linear/small signal) of the amplifier shall be greater than 16 dB and less than 22 dB. The minimum power output at the 1 dB gain compression point shall be +50 dBm; the maximum power output shall not exceed +54 dBm. Terminating impedances (external source and load) shall be 50 ohms (resistive). Input and output VSWR shall not exced 2:1 when the amplifier is operating at power output levels below the 1 dB gain compression point. The amplifier shall tolerate any load impedance, including an open or short circuit without permanent damage. Input port DC return: amplifier input port shall present a dc resistance to ground not exceeding 10K ohms. Harmonic outputs: Total harmonic output shall not exceed -40 dBc when operating at the 1 dB gain compression output into specified termination. Noise figure shall not exceed 15 dB as measured at maximum gain with a calibrated excess noise source. Spurious outputs: Excluding harmonics of the input signal; there must be no discrete spurious outputs exceeding -60 dBc when the amplifier is delivering the 1 dB gain compression output into a 50 ohm termination. The amplifier unit shall have front panel mounted forward/reflected power metering. The amplifier unit shall have an internal safety interlock for any removable covers. RF Input/Output (N-type female)and AC connectors shall be mounted on the rear of the unit. The equipment shall have remote RF output disable capability (standard TTL interface levels) via a rear mount connector. The output power shall be adjustable continuously or in 1 dB steps to be equal or greater than 10 dB by a front panel control. The amplifier output shall contain an output isolator which will operate with any load impedance including an open or short circuit at full power. The equipment shall be modular construction and modular repairable for ease of maintenance. Equipment color shall be a navy haze gray. A minimum two year warranty is required. Award will be made to the source whose quote is the lowest price meeting or exceeding all specifications including the following delivery schedule. The first six units are required by 00 May 01, next eight units required by 00 Jun 15, next eight by 00 Jul 15 and final 12 units by 00 Aug 15.
