issue a Request for Quotation (RFQ) for 38 each of 1553 PCMCIA cards,
part number BU-65550M2-605. This procurement is being conducted under
the Simplified Acquisition Procedures (SAP). NASA/JSC intends to
purchase the items from ILC Data Device Corporation (ILC/DDC) in
Bohemia, New York. ILC Data is the only known vendor who can supply the
required cards. MIL STD 1553 bus is the chosen communications data bus
for the International Space Station. These ILC/DDC cards have passed
extensive, flight certification testings including heat, toxic gas, and
radiation. PCMCIA cards that conform to the 1553 protocol are required
to be installed in the IBM Thinkpad 760XD to allow the interchange of
command and control, housekeeping, and status data between the
International Space Station system and the International Space Station
crew. Also, the cards must be compatiable with the UNIX-based Solaris
Operating System. Based on previous use and testings, the ILC/DDC 1553
PCMCIA cards meet all the criteria for use in the 760XD and the
International Space Station environment. The Government intends to
acquire a commercial item using FAR Part 12. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on February 4, 2000. Such capabilities/qualifications will
be evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
