(301) 402-2284 17. This notice is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. This
procurement is being issued as a request for quotation. Submit offers
on RFQ #004. The solicitation documents and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-14.
This acquisition will be processed under Simplified Acquisition
Procedures (SAP) and is not a Small Business Set-Aside. The associated
Standards Industrial Classification Code (SIC) for this procurement is
3826 and the size standard is 500 employees. SCHEDULE: The Rocky
Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis has
a requirement for a micro array biochip scanning system. FOB Point
shall be Destination, Hamilton, MT. Inside delivery shall be 30 days
after receipt of order (ARO). Delivery location is Rocky Mountain
Laboratories, 903 S. 4th Street, Hamilton, MT. It is mandatory that the
system we purchase have the following features: (1) Microarray biochip
scanning system that offers low depth of focus, confocal laser
scanning for superior artifact and dust rejection, and automatic
dynamic focus for highest image uniformity across the sample. (2) Use
a patented bi-directional linear translation slide positioning system
and it be expandable to two, three and four-laser systems for the
greatest application flexibility. (3) Contains an Auto-loader for
high-throughput microarray applications. This function is required for
high volume throughput and walk away operation. Contains a built-in
bar code reader for automated microarray tracking and scanning. (4)
Must analyze emission wavelengths from 500nm to 700nm to detect up to
50 different fluorescent dyes. Concomitant with this wide range of
compatibility with 50 different dyes, the system must have up to ten
(10) installable emission channels and thirteen (13) different filters.
(5) Must have a sensitivity to <0.1 fluors/ micron2. (6) Have
Real-time image display for rapid image visualization, five (5) micron
pixel resolution for the highest image quality and multi-resolution
scanning capability at 5, 10, 20, 30 and 50 microns to easily select
regions of interest. (7) Have accurate quantitation at 16-bit data, for
a linear five-order dynamic range and a scan speed of approximately
<5 minutes to scan 22mm x 73mm. (8) Graphical acquisition software
that is compatible with Windows NT platforms. Contain automatic dynamic
range and channel balancing to further increase scanning automation.
(9) For downloading of data must contain internally a high-speed TCP/IP
network communication interface between computer and instrument for
rapid data transfer and compatibility with many brands of computers.
The following FAR provisions and clauses apply to this acquisition:
52.212-1 Instructions to Offerors Commercial; Offerors must include
with their offer a completed copy of the provisions at FAR 52.212-3
Offerors Representations and Certifications Commercial Items. FAR
52.212-2 Evaluation Commercial Items; Bids will be evaluated on the
following criteria, the government intends to make an award based on:
(1) Capability of the item offered to meet the technical specifications
as stated above. (2) Price. Warranty information to include period and
coverage shall be stated. (3) Offerors must include with their offer
certification that all hardware and software offered are Y2K compliant.
FAR 52-212-4 Contract Terms and Conditions Commercial Items; FAR
52-212.5 Contract Terms and Conditions Required to Implement Statues or
Executive Orders Commercial Items applies to this acquisition. The
clauses of subpart (b), which apply, are 6 and 10. Offers may be mailed

be submitted not later than 4:30 PM (MST), February 14, 2000. Copies
of the above-referenced clauses are available upon request, either by
