synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation number is 1PI-R-1535-00 and this
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-10. The
Standard Industrial Classification code is 2893. The Small Business
Size Standard is 500 employees. Contract Line Item is: Screen-Printing
Ink, black. 135 GA . The ink will appear reflective for a distance of
at least 100 meters in pre-dawn, dusk, and night conditions when
placed within an area of 45 degrees on either side of the centerline of
vehicle reflective material will appear reflective at pre-dawn, dusk,
and night conditions registering 4.0 candelas/lux per square meter or
greater at 0.2 degree observation angle and exhibit this property
through a 360 degree rotation. Reflective materials must meet the above
requirement through at least 100 launderings using test method
AATCC-135-Table I(III, V, iii). These specifications are found in
CRFD/PD-99-05. Delivery and acceptance are at Federal Correctional
Institution, UNICOR, Federal Prison Industries, 2600 Highway 301 South,
Jesup, GA 31599. The item is needed to manufacture improved physical
fitness uniform T-shirts for Defense Support Center, Philadelphia.
Variation in Quantity is 0% Decrease and 5% Increase per order. FPI
plans to enter into a Requirements Type Contract. Period of performance
is from date of award through one year thereafter, with five option
years, if exercised. Clause 52.216-19, Delivery Order Limitations
applies. Minimum delivery orders shall not be less than 50 gallons and
the maximum per delivery order is 5,000 gallons. FAR clause 52.216-18
Ordering applies. Each delivery order has a 30 day after receipt of
delivery order requirement. Ordersmay be issued from date of award
through one year thereafter, with 5 option years, if exercised. Clause
52.216-19, Delivery Order Limitations applies. Clause 52.216-21,
Requirement, applies. Contractor shall not be required to make any
deliveries under this contract after 30 calendar days after expiration
date of contract. The provisions at FAR 52.212-1, Instructions to
Offerors -- Commercial, applies to this acquisition. Clause 52.212-2,
Evaluation-commercial Items is applicable. Evaluation procedure is: The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be the best value to the Government. Evaluation will consist of price
25%, specifications 25%, and past performance 50% apply. The Government
reserves the right to make award on initial offer received, without
discussions. Offerors shall submit signed and dated offers, either on
a SF33, or letterhead stationary to Federal prison Industries, 320
First St N.W., 7th Floor, MMB, Washington, DC 20534, Attn: Bid
Custodian. Offers must be received by 2:00pm, February 14, 2000. Offers
must indicate name, address, telephone number, technical description of
the item being offered in sufficient detail to evaluate compliance with
the requirements in the solicitation, terms of any expressed warranty,
price and any discount terms, remit to address if different than
mailing address, a completed copy of representations and certifications
at FAR 52.212-3, Offeror Representations and Certifications-Commercial
Items; acknowledgement of all amendments. Offeror must hold prices
firm in its offer for 60 calendar days from the date specified for
receipt. If offer is not submitted on a SF33, a statement specifying
the extent of agreement with all terms, conditions and provisions
included in the solicitation. All offers that fail to furnish required
representations and certifications or information or reject the terms
and conditions of the solicitation may be excluded from consideration.
Clause 52.212-4 Contract Terms and Conditions-Commercial Items, applies
to this Acquisition. Clause 52.212-5, Contract Terms and Conditions
Required to implement Statutes or Executive Orders-Commercial Items,
