General (OIG), Investigations has a requirement to purchase a minimum
of 213 and a maximum of 500 unisex embroidered jackets. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in the notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND
A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotations must
reference the Request for Quotation (RFQ) Number, RFQ-OIG-00-1. This
solicitation document and incorporated provisions and clauses are those
in effect through FAC 97-15. It is the Contractor's responsibility to
be familiar with all applicable clauses and provisions. This
requirement is being issued as a 100 percent small business set-aside
for small business concerns only. The Standard Industrial Code (SIC)
determined for this acquisition is 2329, and the small business
standard is no more that 500 employees. CLIN 001 -- Minimum of 213 with
Maximum of 500 -- Unisex embroidered jackets that are qaterproof,
lightweight, and breathable (similar to gortex) fabric with removable
zip-off sleeves that doubles as a vest. Jacket material shall be
machine washable. Jacket outer shell design shall have invisible
zippers on the sleeves and on the front enclosure. Jacket outer shell
may also contain multiple patch pockets with flap overlay on both right
front and left front outer panels. Jacket inside may contain a
lightweight removable lining (similar to Thermeolite material).
Acceptable outer shell colors are black or navy blue. Jackets must be
embroidered with OIG badge on top left front side panel and "police" on
top right side panel. OIG will accept the law enforcement
identificaiton on customized panels made of identical jacket materials
with Velcro at attach to the pocket flaps. Jacket rear may be vented
to allow for air circulation. Jacket rear backside must have reflective
letters (approx. size 1" to 2 1/2") which shall read "U.S.D.A. Agent"
accross the upper back panel. The desired jacket shall transform into
its own waist pack, have a removable hood, and a drawcord around the
waist. All interested vendors are requested to submit an affirmative
response. An affirmative response shall incclude at a minimum;
drawings, color brochures/pictures, fabric samples, letter samples,
embroidery samples, and/or an actual jacket being proposed in addition
to color samples. Prior to final production of the jackets, the
successful offeror will be required to provide OIG with an actual
jacket sample 30 days after contract award for agency approvals.
Jackets shall be delivered and accepted FOB destination to eight
USDA/OIG offices nationwide which includes Washington, DC; New York,
New York; Beltsville, Maryland; Atlanta, Georgia; Chicago, Illinois;
Kansas City, Missouri; Temple, Texas; ans San Francisco, California,
not later than 60 days after contract award. Offerors are advised that
the following FAR provisions and clauses apply to this procurement:
Instructions to Offerors -- Commercial Items (FAR 52.212-1, June 1999),
Evaluation Commercial Items (FAR 52.212-2, January 1999) -- The
Government will award a contract resulting from this solicitation to
the proposal most advantageous to the Government, price and other
factors considered. The proposals will be evaluated for specification
acceptability of the jacket being proposed and price having the same
level of importance. To be determined acceptable, offerors' jacket must
meet the Government's minimum needs as specified above. A written
notice of award or acceptance of an offer, mailed or otherwise
furnished to the successful offeror within the time of acceptance
specified in the offer, shall result in a binding contract without
further action by either party. Before the offer's specified expiration
time, the Government may accept an offer whether or not there are
negotiation after its receipt, unless a written notice of withdrawl is
received before award. The Government intends to make a single
contract award resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered.
Each offeror is required to submit product descriptive literature
within his/her offer. Product descriptive literature shll be in the
form of drawings, manufacturers' specifications, commercially printed
brochures, catalogs, and advertising which provide detailed description
of the item offered or any other data sufficient to determine the
offered item has the capability to meed the Government's minimum
requirement specifications. Offeror Representations and Certification
