Guidance & Navigation Electronic Unit for Gun Launched Projectiles The
Program Office for Naval Surface Fire Support (PMS-429), in
cooperation with the project managers for the XM-982 and the Advanced
Gun System Munitions, is soliciting proposals for the development of a
low-cost integrated Guidance, navigation and Electronics Unit (GEU)
for DoD gun-launched guided projectiles. The government's intent is to
incorporate the knowledge gained from this BAA process into future
projectile and GEU development, and to validate offerors GEU designs
with flight demonstrations of proof-of-concept models (PCMs) in the
Navy's 5-inch Extended Range Guided Munition (ERGM). The government
will cover all range costs. The proposed solution should provide
functionality similar to that of the existing ERGM GEU (with deviations
possible, based on proposed CAIV trades of cost vs. performance). The
flight demonstration configuration would consist of the alternate GEU
integrated as a modular replacement into the existing ERGM airframe.
Initial Operational Capability (IOC) is required by the end of FY2004
or earlier. Background For the Navy's "Forward From the Sea" and the
Marine Corps' "Operational Maneuver From the Sea" (OMFTS) war-fighting
concepts to be successful -- they require the support of improved
Naval Surface Fire Support (NSFS) capabilities. Whether from close
range or from over-the-horizon, these improved capabilities must
support future amphibious operations and joint land battle scenarios.
One program that is striving to meet this need is the Navy's ERGM
program that is intended to provide a low-cost, near term solution.
Managed by PMS-429, this 5-inch extended range precision gun-fired
projectile has been partially developed under a separate contract. The
ERGM airframe will be launched from a Mk45 Mod 4 5"/62 naval gun with
a maximum launch acceleration of approximately 12,500 Gs and a maximum
range of 63 nautical miles. Proposal Guidance / BAA Goals PMS-429 seeks
sources to provide potential all weather, day/night innovative
alternative GEUs for DoD gun-launched projectile systems for current
and future gun-fired projectiles. Innovation is expected in cost and
miniaturization of components. Guidance solutions are sought for
fin-stabilized, rocket-assisted projectiles. In addition, transition of
proposed GEU to spinning and non-rocket assisted projectile
configurations is also of interest. Ideas proposing flight trajectories
other than ERGM's are also desired. Other demonstration airframes
proposed by the offeror will be considered if they result in no
additional cost to the Government over cost of providing ERGM
airframes. Proposed GEU design should allow for future technology
changes. Potential offerors are requested to respond with technical
documentation supporting their proposed solution. Transition of this
technology to a guidance package that can function in a standard NATO
fuze for use with conventional projectiles is also of interest.
Particularinterest exists in Commercial-Off-The-Shelf (COTS)
technology. The ERGM airframe, minus the existing GEU (which uses a
GPS/INS based on Fiber Optic technology), will be available to the
offeror as the test bed for new GEU concepts. Top level GEU key
elements will be provided, for information, on the NAVSEA web site
under filename: keyGEU.doc. A meeting for all interested offerors will
be held in Arlington VA on 17 February 2000 to further clarify the
Government requirements, answer questions and allow industry to provide
feedback to the Government. Details for this meeting will be posted to
the NAVSEA WEB site. A trade analysis between performance and
production costs should be provided. The GEU is the most costly section
of the ERGM projectile, estimated at ~50% of the total all-up-round
(AUR) cost. The GEU is also expected to be a major cost driver in other
guided projectiles. A goal of this BAA is to develop alternative GEUs
that will reduce this current GEU production costs. It is hoped that
GEU affordability will be realized via the production numbers needed to
accommodate a family of munitions and via improvements in design and
production technology. The Government encourages trading off
performance parameters to achieve low production cost first, schedule
goals second, and performance goals third. A unit cost goal of $7,000
(FY04 dollars) at 2,000 units is provided to aid the offeror in
understanding Government cost expectation. The offeror should assume a
rate of 2,000 GEUs per year from FY04 through FY10 for the purposes of
estimating the production costs. Where performance is traded, a product
improvement path should be proposed to transition to at least threshold
requirements; and eventually objective requirements, while controlling
unit production cost. The Government will accept plans for post IOC
design modifications / alternate sources, with the objective of
significant reduction in unit production cost &/or that provide added
operational capability &/or improve reliability. The Government desires
the product of the BAA for IOC but won't preclude insertion as soon
after as feasible. The ease of technology upgrades will be considered.
The Government recently conducted a brainstorming session to identify
alternative approaches for gun-launched projectiles, particularly a
low-cost GEU [potentially non-Inertial Measurement Unit (IMU) based].
The results of that session will be included under filenames:
GEUbrain.doc, brainpc1.doc and brainpc2.doc on the NAVSEA Web site.
This information is provided as a potential starting point for
solutions, but is not intended to discourage other possible approaches.
Concept Synopsis Administrative Guidance Concept synopses are initially
sought to preclude unwarranted effort on the part of an offeror in
preparing full technical and cost and/or price proposals without an
initial assessment of the operational and technical feasibility of the
concept. To be considered for fiscal year 2000 funding, concept
synopses are due by 1600 EST, 17 March 2000. Offerors submitting the
most promising concept synopses will be invited to submit a full
technical and cost proposal on all or part of their concept synopsis
submissions. However, any such invitation does not assure a subsequent
award. Full proposals for FY00 funding are due by 1600 EDT, 18 May
2000. It is anticipated that funding decisions/actions will be
completed by 21 August 2000, pending funding availability. Award(s) may
be in the form of contracts, other transactions, or any other vehicle
as appropriate. This BAA announcement does not preclude an offeror from
submitting a full technical and cost proposal or concept synopsis after
published due dates. Concept synopses received after the published due
dates may not be considered for funding under the Fiscal Year 2000
program, but may be considered for funding at a later time. The
Government reserves the right to select for award all, some, or none of
the submissions. Electronic concept synopses should be submitted in MS
Office 97 compatible format limited to 10 pages and should include the
following items: Cover page, clearly labeled "CONCEPT SYNOPSIS",
including BAA title and date, administrative and technical points of
contact along with telephone and fax numbers, Technical Description, to
consist of clear discussions of the concept and associated technologies
being proposed, tradeoff analysis, development objectives of the
proposed effort, major technical issues to be resolved to accomplish
objectives, approaches to resolving these issues, and a clear
description of and schedule for demonstration of the concept and
estimated delivery date for Initial Operational Capability (i.e. field
use), Managerial Description, to include partnering arrangements if
any, list of key personnel, specific prior experience of offeror in the
technology areas addressed, facilities, and a plan of action with
milestones, and Cost Description, to be a one to two page cost estimate
on a yearly basis partitioned by major tasks with rationale/assumptions
and estimating approach used in determining the development cost
estimate and estimated production unit cost. One-page curriculum vita
for the Principal Technical Investigator, Project Manager, and other
key personnel should be submitted. The vita will not count toward the
page limitation. Offerors must state in their concept synopses and full
proposals that they are submitted in response to this BAA. The
Government seeks unlimited rights in all technical data and computer
software delivered under any contracts or agreements awarded pursuant
to this BAA. The offeror(s) selected will be required to maintain a
server with informal engineering documentation that will provide full
design visibility to the Government on the alternate GEU. The
Government will have full access to this server upon award. The
Government will not allow access or distribution to anyone other than
the Government for direct Government purpose relating to this action.
Offerors must provide a list of technical data and computer software it
will deliver with less than unlimited rights in accordance with DFARS
252.227-7017. The format for subsequent full proposals will be posted
at http://www.contracts.hq.navsea.navy.mil/ prior to Government request
for the full proposal. Evaluation Criteria Concept synopses and full
proposals will be evaluated using the following criteria: Proposals
will be evaluated with Technical being significantly more important
than Cost. The technical subcriteria are listed in descending order of
importance. 1. Technical a. Quality of performance trades versus
production unit cost trade analysis. b. Credibility of technical
concept and adaptability to allow for future technology changes. c.
Technical maturity as it relates to realism of development schedule and
achievement of a 2004 IOC of the proposed concept. d. Growth potential
of proposed concept into an All-Up Round guided gun-fired projectile.
e. Past Performance 2. Cost a. Developmental costs and realism there
of and stated rationale for the estimates (Note: cost estimates should
be in then-year dollars). Concept Synopsis and research proposals not
considered to have sufficient scientific merit or relevance to the
needs stated in this BAA may be declined without further review.
Proposals may be evaluated and selected as received or may be grouped
for review and evaluation. The Government reserves the right to modify
the evaluation criteria and factor weighting for the full proposal
prior to requesting the full proposal. General BAA Information This
synopsis constitutes a BAA per FAR 6.102(d)(2). There will be no formal
Request for Proposals or other solicitation issued in regard to this
announcement. It should be noted that Section 845 of the National
Defense Act of FY 1994 (Public Law 103-160), Section 804 of the
National Defense Act of FY 1997 (Public Law 104-201), and 10 USC
Section 2371 may be invoked permitting other transactions where
appropriate in future procurements and solicitations. The Government
anticipates making multiple awards pursuant to this BAA each of which
should not exceed $1M per year; however, the Government reserves the
right to make one or more awards at less than, or more than, $1,000,000
per year. This BAA should not be construed as a commitment or
authorization to incur costs in anticipation of a resultant agreement.
The Government will not necessarily fund all acceptable proposals and
reserves the right to award on all, some, or none of the proposals
received, or to fund separate, definable pieces or parts of proposed
efforts, depending upon funding availability. An invitation to submit
a research proposal does not assure an award. Proposals shall be

unclassified questions concerning, or requesting clarification of, any
aspect of this BAA. Requests for information shall be submitted to the
PCO. The response to any offeror's question will be posted to the
NAVSEA Web site. All questions are required to be in Microsoft Office
97 compatible format and attached to an email message. The subject line
shall contain the BAA identifying number and the document body shall
contain an offeror point of contact and telephone number. Due dates and
deadlines will not be extended on the basis of questions asked or
requests for information. Offerors who believe their submissions must
contain classified information should contact the PCO for instructions.
Classified data SHALL NOT be submitted electronically. Special Notes
The PMS-429 Program Manager will make final decisions regarding
selection of proposals for award. A GFE technical data package (TDP),
for information only, will be provided for each of the current ERGM
sections and their interfaces, as the sections and interfaces become
available. This TDP will be posted electronically on the NAVSEA Web
site at http://www.contracts.hq.navsea.navy.mil/. The Government
anticipates that updates and additions to the posted ERGM TDP may occur
and therefore suggest that Offerors periodically check the NAVSEA Web
site. The TDP is currently not available and may not be a available
before the date established for receipt of Concept Synopsis. Concept
synopses and full proposal submissions will be protected from
unauthorized disclosure in accordance with FAR 3.104, applicable law,
and DoD/DoN regulations. This BAA provides no funding for concept
synopsis or subsequent proposal development purposes. This CBD notice
itself constitutes the BAA as contemplated by FAR 6.102(d)(2). Unless
otherwise stated herein, neither additional written information is
available, nor will a formal RFP or other solicitation regarding this
announcement be issued. Requests for the same will be disregarded.
