Complementary and Alternative Medicine (NCCAM) intends to negotiate on
a sole source basis with the University of Utah, Salt Lake City, Utah,
for additional work related to an existing research and development
contract for a "Study of the Efficacy of Glucosamine and
Glucosamine/Chondroitin Sulfate in Knee Osteoarthritis." It is proposed
that an active control arm be added to the study. This would entail an
estimated additional 400 patients be enrolled in this clinical trial.
The Government has determined that the University of Utah is the only
source capable of providing the additional work. A determination to
use other than full and open competition has been made in accordance
with 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1. Inherent
duplication of cost to the Government and unacceptable delays in
obtaining this support make competition of this requirement not
feasible. All responsible sources may submit a proposal which will be
considered by the Government. A determination not to compete the
proposed work based upon responses to this notice is solely within the
discretion of the Contracting Officer. This notice of intent is not an
announcement of the availability of a Request for Proposals (RFP), nor
