NASA/GSFC plans to issue a Request for Proposal (RFP) for the study, analysis and demonstration where possible for the use of InfraRed(IR) transmitters and receivers for communication between spacecraft subsystems (Intra-Satellite/Inter-Satellite). This shall include the benefit of IR to current state of the art for spacecraft implementation, the potential areas of concern in using IR in spacecraft and the tradeoff to be made by spacecraft mission designers when using IR. NASA/GSFC intends to acquire the support from the Electronics Systems Group, Space Department at the Johns Hopkins University Applied Physics Labs (JHU/APL). The statutory authority for the other than full and open competition s 10 U.S.C. 2304(c)(1), Only One Responsible Source. See Note 22. This action is for a novel and unique concept demonstration developed by the JHU/APL in partnership with the NASA/GSFC and entered into partnership for development under an internal NASA competition for Cross Enterprise Technology Development AISSThrust Area. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications, with respect to being able to provide this type of support, in writing to the identified point of contact not later than 4:30 p.m. local time on February 18, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
