Thorngren, (215) 656-6911, Contract Specialist The U.S. Army Corps of
Engineers, Philadelphia District, intends to negotiate an Indefinite
Delivery Contract (IDC) for Biological/Environmental Services at Civil
Works Activities in the Philadelphia District. The period of
performance shall be for one (1) year from the date of contract award
and four (4) option years. The solicitation shall be in the form of a
Request for Proposals (RFP). Proposals shall be evaluated on the basis
of the following factors listed in descending order of importance. The
subfactors within each factor will be of equal importance. 1)
Professional qualifications and expertise of the firm in the
Environmental field, 2) Past performance with similar size and type of
work, as well as experience with projects within the boundaries of the
Philadelphia District, 3) Ability of the firm to meet all the
requirements as specified in the Scope-of-Work, 4) Capacity of the firm
to accomplish the required work within the required time frame, 5)
Subcontractors, 6) Small Business Concerns, 7) Resources, 8) Technical
Proposal Quality, 9) Location, 10)Public Presentations. Contractors
must submit proposals in two parts: a technical proposal and a cost
proposal separated from the technical proposal. Technical proposals
will be evaluated based on content, form, and technical acceptability.
THE TECHNICAL SECTION OF THE PROPOSALS IS THE MOST IMPORTANT AND WILL
BE HEAVILY WEIGHTED OVER COST. AWARD OF A CONTRACT WILL NOT BE BASED
SOLELY ON A LOWEST-COST BASIS. Cost will be evaluated separately from
technical and cost is not as important as the technical components of
the proposal. Award will be made to the offeror whose proposal offers
the best value to the Government in terms of the factors as stated.
This procurement is unrestricted. The Standard Industrial
Classification is 8999 with a size standard of $5 million. Prospective
offerors requesting copies of the solicitation must forward their
