B -- CHEMICAL ANALYSIS AND TRAINING, HURRICANE MITCH RECONSTRUCTION EFFORTS SOL 52ABNC000045 DUE 021400 POC Karen Bruce, (206) 526-6370 As part of NOAA's Hurricane Mitch reconstruction effort in Central America, this publication serves as notice of intent to procure, on a sole-source basis, from Texas A&M University, services to conduct chemical analysis of water, sediment, and tissue samples, and to design and implement a training program for analytical chemists in Nicaragua, Honduras, and El Salvador. Specifically, there are three tasks: 1) designing and implementing a training program for analytical chemists; 2) chemical analysis of water, sediment, and tissue samples; and 3) additional chemical analysis of water, soil and plant tissue samples for evaluating the potential for contaminant uptake from soil to new crops. The Government intends to negotiate with Texas A&M University as it has a unique combination of abilities and qualifications, as demonstrated by their past experience: participated in an interlaboratory calibration exercise with Central American laboratories in 1995; collected field samples and analyzed environmental samples from Central America in 1995, as part of the International Mussel Watch Program; the development of new and appropriate methods for the analysis of trace organic contaminants, including chlorinated hydrocarbons; extensive experience in conducting training in the analysis of trace contaminants in environmental samples, including experience in teaching Spanish-speaking chemists from Nicaragua, Honduras, and El Salvador; and extensive prior experience as a contractor participating in the NOAA National Status and Trends Program (NS&T), and is very familiar with the sampling and analysis techniques, protocols, and quality assurance techniques used in that program. The period of performance is anticipated to be for an 18-month period with an option for an additional six-month period. This notice may represent the only official notice of such solicitation.
