DESC: Architect-Engineer (A-E) services are required for design of
construction projects, studies, and supporting services at Vandenberg
AFB, California. Open-end A-E contracts will be issued for a one year
period (basic year) with four additional one-year option periods if the
Government chooses to extend the contract. A pre-selection board will
select the top ten A-E firms based on the selection criteria identified
below. A final selection board will select the top five A-E firms based
on the evaluation factors and interviews with A-Es and/or references.
Contracts will be awarded to a minimum of three firms and a maximum of
five firms based on projected design workload, available funds, and
the evaluation of A-E submittals. A Small Business 8(a) firm will be
given preference with the anticipation that at least one of the
selected firms will be an 8(a) contractor. Individual delivery order
fees issued under this contract will not exceed $299,000, with the
exception of the initial delivery order that may exceed this
limitation. The total fees for the basic year will not exceed $750,000.
The total fees for the basic and option years combined will not exceed
$3,750,000 or $750,000 per year. A minimum of $5,000 in fees will be
issued under the contract. Delivery orders will be issued as needed
throughout the contract period. Delivery orders may be competed based
on price between two or more A-E firms. Design services are required
for the renovation, repair, and maintenance of residential, commercial,
and industrial facilities. Design services include sketches,
presentation drawings, and the preparation of construction drawings in
AutoCAD and specifications in CSI format. In addition, photographs
taken by a professional architectural photographer may be required for
selective completed projects. Investigative services may include
studies, reports, design analyses, surveys and cost estimates. The
primary discipline for the A-E selection is architecture. However,
projects include various combinations of architectural, interior
design, landscape architecture, structural, civil, mechanical,
electrical, environmental and other engineering and technical
disciplines. The primary discipline must be accomplished by the
selected A-E firm; however; qualified consultants may accomplish other
disciplines. Submit credentials for key personnel and consultants to
accomplish work in all disciplines. All contract drawings must be
stamped by a professionally licensed architect or engineer, as
appropriate, in the state of California. SELECTION CRITERIA: Selection
criteria in the discipline of architecture (listed in descending order
of importance): 1. Overall experience and quality of work (last 5
years) in terms of: a. Design excellence. b. Breadth & diversity of
projects. c. Environmental considerations, including mitigation of
hazardous materials. 2. Qualifications, training, and experience of
designated key personnel to be used on the contract for the primary
firm and consultants. 3. Past customer satisfaction. 4. Management
adequacy for subject contract: a. Capacity to accomplish delivery
orders. b. Prior work with proposed consultants. c. Timeliness/ability
to meet deadlines. d. Cost management ability. 5. Specific experience
-- California central coast. 6. Previous experience with federal,
state, or local government projects. 7. Proximity to Vandenberg Air
Force Base. Firms desiring consideration shall submit Standard Forms
