Officer, (401) 736-1762 The U.S. Coast Guard Civil Engineering Unit
Providence requires an Indefinite Delivery/Indefinite Quantity contract
to provide professional marine engineering services on an as-needed
basis. Typical task orders will include, but will not be limited to,
(1) Conducting above and underwater marine surveys to ascertain
existing conditions and state of repair for various waterfront
installations including, but not limited to, wave breaks and
breakwaters, pilings, bulkheads, piers and wharves, floats, etc.; (2)
Preparing reports, recommendations, and cost estimates for identified
marine repair/replacement work; and (3) Preparing competitive bid,
marine construction contract documentation including, but not limited
to, design analysis and development, cost estimates, permitting, and
drawings and specifications. SIC Code is 8711. Contract is for one base
year with 2 one year options. The total amount of the base year
contract will not exceed $1,500,000. No individual task order will
exceed $300,000. Option year thresholds are the same as the base year.
Projects are located within the geographic boundaries of the First
Coast Guard District which encompasses facilities along the East Coast
of the United States from the Maine/Canadian border to Highlands, NJ.
Evaluation criteria are as follows, in order of importance: (1)
Professional qualifications to perform the services required; (2)
Specialized experience, including that of ON-STAFF divers, to perform
the services required; (3) Capacity to accomplish the work in the
required time; (4) Location of the firm in the general geographic area
of the USCG Civil Engineering Unit Providence, Warwick, RI; (5) Past
record of performance in project scheduling, cost control and quality
of work with other Government agencies and private sector clients; and
(6) Proof of errors and omissions insurance. Firms which meet the
above requirements and wish to be considered are required to submit
SF-254's (Architect-Engineer and Related Services Questionnaire) and
SF-255's (Architect-Engineer and Related Services Questionnaire for
Specific Project) to the U.S. Coast Guard Civil Engineering Unit

Small Business Competitiveness Demonstration Program, and is
unrestricted. THE FOLLOWING NOTICE IS PROVIDED AS INFORMATION FOR
MINORITY, WOMEN-OWNED, AND DISADVANTAGED BUSINESS ENTERPRISES: The Dept
of Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment and performance bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against
losses. Loans are available under the DOT Short-term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The max. line of credit is $500,000. For further information
