The work includes all labor, material, equipment, transportation and supervision required to provide Environmental Testing Services at the Portsmouth Naval Shipyard, Kittery, Maine. This solicitation includes the following special requirements: a. Asbestos Certification. The offeror must submit proof of participation in the National Institute for Standards and Technology's National Volunteer Laboratory Accreditation Program for Polarized Light Microscopy (PLM) and Transmission Electron Microscopy (TEM). This certification shall be submitted with the bid. b. Statement of Qualifications. The offeror must submit proof and scope of certification/participation in one of the following areas: 1. Full certification in the American Association for Laboratory Accreditation. OR 2. Full certification in the E.P.A. Contract Laboratory Program. OR 3. Full/Provisional certification in the Maine Comprehensive Environmental Laboratory Program. One of the certifications shall be submitted with the bid. c. Drinking Water Certification. The offeror must submit proof of State of Maine drinking water laboratory certification. The SIC code for this procurement is 8734 with a size standard of $5,000,000. This acquisition is being conducted using full and open competition (unrestricted) and is therefore subject to Federal Acquisition Regulation clause 52.219-4, "Notice of Price Evaluation Preference for HUBZone Small Business Concerns." The period of performance for this contract is one calendar year with the option for up to for additional years.
