Division, Code 4.5.8.2, St. Inigoes, MD has identified a requirement
for engineering and logistics services to support Combat Identification
(CID), Air Traffic Control (ATC), and Electronic Countermeasures (ECMS)
equipment, systems, and sub-systems for fleet ship and shore-based
stations. Required services will include technology
assessment/requirements analysis; system level performance analysis,
specification development, test planning, test and evaluation support;
integrated logistics support; hardware/software engineering; life
cycle support; configuration management; technical management support;
preparation and monitoring of program acquisition documentation;
program implementation; and execution of planning studies. The contract
type is anticipated to be Cost-Plus-Fixed-Fee Term, with an estimated
total level of effort of 393,024 man-hours over a period of five years.
The period of performance consists of a base period beginning 1 July
2000 and ending 30June 2001, with four option periods which if
exercised by the Government will extend the period of performance of
the resultant contract through 30 June 2005. This action is a follow-on
to contract N00140-96-C-E102, and the incumbent contractor is Booz,
Allen and Hamilton, Inc., 8283 Greensboro Drive, McClean, VA 22102-383.
This procurement action will be processed under full and open
competition. Basis for award of the resultant contract will be the best
value to the Government, cost and non-cost factors considered. All
potential offerors must either have or be able to obtain a SECRET
facility clearance. It is the Government's intention to release the
Request for Proposal (RFP), including any subsequent amendments via the
Internet in Microsoft Word format, with some attachments perhaps to be
provided in Microsoft Excel and Portable Document Format (PDF). The
anticipated release date of the RFP is the week of 21 February 2000.
The RFP will reside on the NAVAIR Home Page located on the World Wide
Web (WWW). The WWW server may be accessed using client browsers such as
NETCSCAPE, and Microsoft Internet Explorer. The WWW address, or URL for
the NAVAIR Home Page is as follows: http://www.navair.navy.mil. The RFP
will be located under the Business Opportunity heading. In addition to
making the solicitation available for downloading via the Internet
site, this office will also E-mail a notification of release of the
solicitation and any subsequent amendments to all prospective offerors
that submit a request to register for this information via E-mail.
