International Development (USAID) wishes to enter into a five-year
Cost-Plus-Award-Fee Level of Effort Contract to provide administrative
support for disaster relief, rehabilitation, and mitigation activities
funded by the Office of Foreign Disaster Assistance in the Bureau for
Humanitarian Response (BHR/OFDA). The proposed contract will provide
the following services: 1. Negotiation and administration of grants,
cooperative agreements, and interagency agreements; 2. Procurement of
commodities, equipment and short-term services related to international
disaster assistance; 3. Assist in recruitment, negotiation, award, and
administration of personal service contracts; 4. Administrative
support of Washington offices; 5. Information and dissemination
services; 6. Training; and 7. Other activities related to the support
of BHR/OFDA's Strategic Objectives of Response and Mitigation. The
contract shall be incrementally funded. The enhanced performance of the
Contractor will be critical tothe success of BHR/OFDA, therefore the
contract shall be a Cost-plus-award-fee type. This contract shall be
100% set-aside for small business. The small business size standard for
the principle SIC (8742) is $5 million. A Pre-proposal conference is
anticipated in February, 2000. Details will be provided in the RFP. The
RFP will be available on/or about February 10, 2000. The RFP will close
approximately 45 days from the date of issuance. Telephone requests for
the RFP will not be honored. The preferred method of distribution of
USAID procurement information is via the Internet or by request of a
solicitation on a 3.5" floppy disk (Word format). If you require a copy
of the solicitation in paper form, you must specifically ask for it,
but you will not receive both a copy in paper form and a floppy disk.
