The Office of the Assistant Secretary of the Air Force for Acquisition (SAF/AQ) is seeking sources capable of performing technical and analytical advisory and assistance services in support of SAF/AQ. The Air Force anticipates awarding a competitive contract for these services (Secretary of the Air Force Technical and Analytical Support, or SAFTAS). This synopsis is not a request for proposals. It is a market research tool to determine the availability and adequacy of potential sources prior to issuing a request for proposals. The Air Force will not pay for information received, nor provide reimbursement for any costs incurred. The Air Force does not intend to award a contract on the basis of this synopsis. The required services may include, but are not limited to, analysis of USAF weapon system requirements; analysis of weapon system acquisition programs and portfolios; analysis of proposed weapon system changes to improve or upgrade operational capabilities; analysis of programming and budgeting for acquisition of weapon systems; analysis of legislation associated with the acquisition of weapon systems; analysis associated with the USAF Science and Technology program; and other activities necessary to accomplish the SAF/AQ tasks related to research, development, and acquisition of military weapon systems. Detailed sample task orders are available at the SAFTAS web site. The anticipated period of performance is five years, with five one-year options. The estimated contract value is anticipated to exceed $20 million per year. SIC code 8742 applies. Firms submitting responses should indicate whether they are large, small, small disadvantaged, 8(a), woman-owned, HBCU/MI, or other status. Submissions should be clear, concise, complete, and pertinent to the technical areas under consideration for each of the qualifications listed below. The Capabilities Statement package should address, as a minimum, the following items: (1) Experience: Submit literature, brochures, and/or capability summaries identifying business size, financial capability, and performance on similar contracts within the last five years, including contract numbers and points of contact with current telephone numbers. (2) Contract References: Provide references relating to advisory and assistance services including contract number, organization supported, whether a prime or a subcontractor, period of performance, original contract value, final or current contract value, percent of contract effort performed, point of contact and phone number, and a brief description of how the contract effort relates to SAFTAS. (3) Company Profile: Provide number of employees, annual revenue history, locations, security clearances, DUNS number, etc. (4) Personnel: Provide professional qualifications and specific experience of management personnel and other personnel who would be performing the services listed above. (5) Management: Describe ability to manage projects, and describe management structure including ability to recruit and retain qualified personnel. Describe ability or plan to accomplish transition of work from incumbent contractor. Also describe ability or plan to comply with the clause at AFMCFARS 5352.209-9002, Organizational Conflict of Interest (Jul 1997). (6) Responsiveness: Describe ability to meet surge requirements, meet requirements at various locations, and respond to possible no-notice or urgent requirements. The Capabilities Statement package must address how the contractor (and team members or subcontractors) will perform all of the functions listed above. If subcontracting is contemplated, the Capabilities Statement package shall contain sufficient information concerning the planned subcontracting arrangement to assure the Air Force that the limitations of FAR 52.219-14 can be met. Submissions are limited to 10 pages maximum at 12 point font minimum, excluding brochures and other preprinted marketing material. An ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The ombudsman does not diminish the authority of the program manager or contracting officer. The ombudsman communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the ombudsman shall maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in proposal evaluation or in the source selection process.
