Medicine (NLM) to negotiate on a sole source basis with the Magazine
Group, 1707 L Street, NW, Suite 350, Washington, DC 20036 under the
authority of FAR 6.302-1(a) for a specialized service in providing
layout and design of the Public Health Reports. In 1996, Public Health
Reports was completely revamped under the direction of a new Editor.
The journal was redesigned in January 1998 to reflect the changes in
departments and types of articles and to give a new "face" to Public
Health Reports. Public Health Reports has chosen to contract with The
Magazine Group to continue providing these services for the following
reasons: 1) The named firm's design of PHR has been recognized for its
excellence; 2) The named firm has produced the layout for the last 24
issues of Public Health Reports and is familiar with the design and
tasks. The named firm has created and maintains templates for the
design and layout of the journal, templates that would have to be
recreated by a new design group at cost to Public Health Reports. It
has demonstrated its ability to meet the production schedule
requirements of 20 working days throughout the year. Provisions for
backup in the event of unscheduled staff absences have been provided;
3) The named firm has demonstrated its ability to accommodate
supplemental publications; 4) The named firm's familiarity with the
design and production of the journal is crucial at this time. The
former Editor, Managing Editor, and Production Editor have left Public
Health Reports and have not yet been replaced. The journal's current
Acting Editor is expected to remain on a very part-time basis until a
new permanent editor is hired in mid-2000 or later, but due to this
transition, it is particularly important and necessary that Public
Health Reports retain the fount of operational knowledge held by The
Magazine Group, since there is no one currently on staff who knows the
full range of production details; 5) The named firm has all of the
staff and equipment to perform the work described, and to accommodate
changes smoothly. This is especially important over the next year as
PHR is being required to change from a Macintosh to a PC environment of
computers. NLM has determined that the Magazine Group is the only
source capable of providing the necessary services without substantial
duplication of costs and unacceptable delays. It is the intent of NLM
to procure this service on a sole source basis using FAR Part 12 --
Commercial Items Acquisition. This notice of intent is not a Request
For competitive Quotations (RFQs), nor is a Request for Quotation
available. However, all proposals received within fifteen (15) calendar
days from the publication date of this notice will be considered by the
