The work consists of furnishing rental equipment, operators, supplies,
materials, labor, transportation, fuel, etc., to perform maintenance
and rehabilitation of approximately eighteen (18) dredge material
disposal sites and levee maintenance along fourteen (14) miles of
levee. The work for disposal area sites will consist of raising dikes,
construction of new areas, grading material, installing weirs, and
ditching. Levee maintenance work will include mowing, fertilizing,
ditching, vegetation control, excavation, grading and filling to
maintain levee crown. Dredging will include removing shoaled material
and placement on adjacent beach. Indefinite Delivery Indefinite
Quantity Contract consisting of a Base Year with four (4) additional
option years (which may or may not be exercised) at approximately
$3,600,000 each year with an estimated total value of approximately
$18,000,000. Individual Task Orders will be issued in accordance with
the contract clause. A pre-proposal conference will be conducted at the
Panama City Site Office, 1706 East 5th Street, Panama City, FL 32401.
To be held on 9 March 2000, Time:10:00 a.m. All interested offerors are
urged to attend. During this conference, the requirements set forth in
the solicitation will be reviewed and discussed, with part of the
conference to include a question and answer period. Tour of the site
will follow the conference. The duration of the conference and tour
will be approximately one (1) day. It is requested that a
representative of each offeror attend the pre-proposal conference.
Number of attendees is limited to two (2) from each firm. Name of
individuals from each company who will attend the conference should be
faxed to the following no later than five (5) working days prior to

about 23 February 2000. Estimated cost of work is more than
$10,000,000. All responsible sources may submit a bid, which shall be
considered. Bidders, subcontractors and Dodge/Plan Rooms are required
to self-register their firm or office on the Internet to receive one
CD-ROM. Registration instructions are available on the Internet at
http://www.sam.usace.army.mil/sam/ct. Neither telephonic, mailed, nor
fax requests will be accepted. Those registering are responsible for
the accuracy of the information on the mailing list. Registration must
include the firm's physical address, telephone, a valid fax number and
a point of contact. Registration should be completed one week prior to
the issue date. All notifications of changes to this solicitation
shall be made through the Internet only. It is therefore the
Contractors responsibility to check the Internet address listed above
daily, for any posted changes to this solicitation. Actual solicitation
amendments will be issued either by fax, 3.5" diskette or CD-ROM. The
plans and specifications will be issued on Compact Disc (CD-ROM) only
and will be provided free of charge. Plans and specifications will not
be provided in a printed paper format; however, the Government
reserves the right to revert to paper medium when it is determined to
be in the Government's best interest. All bid forms, bid bonds, and
other normal documents required for the bid submittal, including
amendments to the bid submittal, shall be in paper medium. Electronic
medium for the bid submittal documents will not be allowed. Critical
Path Method (Network Analysis System) is not required. For this job, a
Small Business is defined as having average annual receipts of less
than $17,000,000 for the past three years. This solicitation includes
bid options, which may not be awarded. EFFECTIVELY IMMEDIATELY:
Presolicitation Notices will no longer be issued by the Mobile District
for Projects in the Continental United States and Puerto Rico.

Set-Aside. Competition for this project will be limited to Region IV.
This procurement is a Competitive 8(a) Set-Aside as established by
Section 8 (a) of the Small Business Act (15 U.S.C. 637(a)). Only those
firms meeting the Small Business Administration's (SBA) criterion, and
have previously been certified by the SBA as an "8(a) Contractor" in
Region IV, are eligible to compete for this procurement and ultimately
be awarded a subcontract from SBA. It has been determined by the SBA
that competition will be restricted to 8(a) firms which have SIC Code
1629 among their approved SIC Codes and which are serviced by SBA
District Offices in Region IV. Specific questions related to this
