NASA/KSC plans to issue a Request for Quotation (RFQ) for a Digital Communications Network System, P/N LCP11020394 Rev.1-1, includes radio mating connectors, 28 volt power supply, 5 volt LNA GPS antenna drive, and is tuned to a frequency of 412.400 MHz, (3 ea). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from L-3 Communications Corp./Conic Division, 9020 Balboa Avenue, San Diego, CA 92123 on a sole source basis. Only one responsible source is availabe and no other supplies or services will satisfy agencies requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 11, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
