This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00164-00-R-0043 applies and is issued as a request for proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15 and Defense Acquisition Circular 91-13. A fixed price contract will be awarded using Simplified Acquisition Procedures. The standard industrial classification code is 3861. The Navy requires 36 each ruggedized Digital Cameras. These cameras shall meet or exceed the performance of the current rugged digital camera used by the Marine Corp in their AN/PSQ-13 Digital Imagery System. The Digital Cameras shall: (1) capture monochrome images in the entire visible spectrum. The image resolution shall be at least 1280 x 1024 pixels with a depth of 8 bits or 256 shades of gray; (2) possess professional SLR automated features with manual override, including but not limited to ISO speed, exposure mode, aperture size, and shutter speed adjustments; (3) possess normal 35mm camera shutter speeds from 1/8000 to 30 seconds that can be set in 1/3-stop increments. A burst capture rate of at least 2 images/second for 10 frames is required; shall have a SCSI interface to down load images from the camera's mass storage device to a computer. The SCSI interface shall use a MIL-C-26482 Series 1 box mount connector. The interface shall also provide internal termination for the SCSI bus. The Digital Cameras must be capable of storing images on a removable PC CARD, and a standard EF lens mount shall be included. The Digital Cameras shall be internally powered using standard field replaceable BA-5123/U batteries. The Digital Cameras shall perform as described in a MIL-STD-810 Ground Mobile environment. This operational environment includes a temperature range of 30 degrees C to 55 degrees C, blowing rain at 2 cm/hr @ 5 m/s, 100% humidity and operation after unprotected immersion in water to a depth of 1 ft for 30 seconds.
