The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) and International Services (IS) Divisions uses nonviable, dried torula yeast, incapable of growth, as a diet ingredient for mass rearing of sterile Mediterranean Fruit Flies (Medfly)and Mexican Fruit Flies(MFF). A firm, fixed-price, requirements contract will be awarded. The effective period of the contract will be from date of award through September 30, 2000. The estimated quantities for the period are as follows: Guatemala -- 120,000 pounds; Tapachula, Chiapas, Mexico -- 400,000 pounds; Edinburg, Texas -- 25,000 pounds; and, Waimanalo, Hawaii -- 100,000 pounds. Delivery shall be f.o.b. destination as follows: (1) Guatemala -- f.o.b. destination to Brownsville, Texas or El Pino, Guatemala. The transportation cost to the Government from Brownsville, Texas to El Pino, Guatemala will be added for evaluation purposes to the unit price of offers proposing delivery to Brownsville, Texas. (2) Mexico -- f.o.b. destination to Brownsville, Texas. (3) Edinburg, Texas -- Delivery shall be f.o.b. destination to Edinburg, Texas. (4) Waimanalo, Hawaii -- Delivery shall be f.o.b. destination to Waimanalo, Hawaii. The Solicitation was issued January 31, 2000. Due to the urgency of this requirement, offers are due by Monday, February 7, 2000. Contract award is limited to pre-approved torula yeast manufacturer's that are on the APHIS, Qualified Manufacturers' List (QML). Yeast manufacturers that are interested in having their product considered for addition tothe APHIS QML are encouraged to request a copy of the QML Qualification Requirements from the Contracting Officer.
