update to the Broad Agency Announcement (BAA) from the National
Reconnaissance Office, Office of Space Launch, Advanced Programs
Division (OSL/APD). We have changed the proposal submission date for
Period 3 to 31 March 2000. Offerors interested in submitting proposals
for Period 3 shall submit team on or before 31 March 2000. Period 3
will be the final period for receipt of proposals under this BAA. It is
the Government's intent to restrict the value of any contracts awarded
as a result of this BAA to a maximum price of $400K per contract,
including any options. All written communications, including submission
of proposals pursuant to this BAA, shall be forwarded to the OSL
Contracting Office Point of Contact, Mr. Merrill Huler, Contracting
Officer, who can be reached at (310) 416-7497. Please contact Mr. Huler
only if you have questions of a contractual nature. Technical
questions/ comments should be directed to the technical points of
contact listed in Section 1 herein. SECTION 1 RESEARCH INTERESTS:
Specific technology areas of interest for this BAA are listed below:
1.1 Web-Based Integration Process: The Office of Space Launch is
interested in innovative processes maximizing reuse of launch
documentation, analyses, and procedures. Technical Point of Contact: Ms
Pat McCardle (310) 416-7943. 1.2 Low-cost Space Technology
Demonstrations (Rideshare scheduling and opportunity matching). Discuss
the need for a broker to represent the small payload community. Define
the services this broker would have to provide. Technical Point of
Contact: Mr. James Liller (703) 808-2334. 1.3 Risk Management. Tailor
or develop benchmark processes that enable risk evaluation to be
addressed at selected space vehicle/launch vehicle design and
integration milestones. Technical Point of Contact: Mr. Wayne Chenard
(310) 416-7970. 1.4 Standards and Best Practices. Develop a
representative process flow and description for commercial and NRO
launch integration. Identify areas to leverage "best practice"

Cykoski (703) 808-4230. 1.5 Spacecraft Bus/Launch Vehicle Design
Simplification. The Office of Space Launch is interested in innovative
ideas for simplifying the process of integrating payloads, spacecraft

Hathaway (703) 808-2633. 1.6 Spacecraft Processing. Define a five and
a ten-year outlook for spacecraft processing (at the launch base or

1.7 Reusable Launch Vehicles (RLV). The Office of Space Launch is
interested in tracking the progress of the emerging RLVs and
investigating their ability to help the NRO accomplish its mission.

Streamlined Launch Services. Develop a method to streamline the
acquisition of launch services for the NRO. Technical Point of Contact:

synopses of the actual study topics. This updated notification changes
the proposal due date for Period 3 (the final period under this BAA)
to 31 Mar 2000 and informs offerors that the Government will not accept
proposals from research area 1.1 Web-Based Integration. This update
also notifies potential offerors that any contract awarded as a result
of this BAA shall be restricted to a maximum price of $400K per
