E-MAIL: Joseph S. Murray, J.S.MURRAY@larc.nasa.gov. NASA/LaRC plans to issue a Request for Proposal (RFP) for "Hypersonic Scramjet Flow Path Development and Testing". NASA Langley Research Center, Hampton, Virginia, has an on-going program in research and technology development of hypersonic airbreathing propulsion concepts with application to space access transportation. The basic element of these propulsion concepts is the supersonic combustion ramjet (scramjet) that may combine with certain other engine cycles like rockets. The contractor shall provide continuing technical and programmatic support for hypersonic research. Specifically the contractor shall provide: (1) The availability of private and government-owned ground test facilities capable of testing scramjet engines and airbreathing propulsive flow paths at conditions simulating flight from Mach 4 to 20. (2) A research staff with the technical skills and competencies to operate the test facilities, apply diagnostic tools, acquire appropriate data, and analyze and interpret the test results. (3) Technical and mechanical experts to conceive, design, and manufacture the required specialized research hardware. (4) Programmatic support to direct and focus the research toward an achievable and realistic goal. Consistent with FAR Part 45, the Government currently furnishes specialized test apparatus and test equipment to the incumbent contractor including the following : (a) the HyPulse shock-heated tunnel, which is capable of simulating atmospheric flight at Mach 5 to 10 when configured as a reflected-shock tunnel, and at Mach 12 to 20 as a shock-expansion tunnel; (b) combustion heated and ceramic heated blow-down facilities capable of delivering test gas flows at conditions simulating flight Mach 3 to 10;(c) small scale facilities for the calibration and refinement of measurement systems; and (d) supporting infrastructure to achieve the desired test conditions, measurement quality, and data. Further, the contractor shall provide the skills and facilities for : (1) The development and application of state-of-the-art measurement systems to pulse facilities testing of scramjet engine flow-paths and components. (2) The design and fabrication of specialized test hardware, including flow path models and test facility components. (3) The safe handling of high-pressure gaseous systems of hydrogen, oxygen, nitrogen, and helium. (4) Application of principles of aerothermodynamics, thermochemistry and combustion processes to the operation of test facilities and the testing of hypersonic airbreathing propulsion concepts. Additional capabilities and skills are required in the mechanical design of scramjet models and components and in facility and test apparatus modifications. The performance of certain requirements may be classified SECRET. NASA/LaRC intends to purchase the services from GASL, Inc., Ronkonkoma, NY on a Sole Source basis under the authority of 10 U.S.C. 2304 (c) (1), Pursuant to FAR 6.302-1 (a) (iii).
